General Manager and Chief Executive Officer
The Massachusetts Bay Transportation Authority (MBTA, T, or Authority) is one of the largest and oldest public transportation agencies in the United States. The Authority handles 1.3 million passenger trips daily and the service area is comprised of 175 cities and towns in the Commonwealth. The system consists of 172 bus routes, five rapid transit lines of heavy and light rail (including the Mattapan Trolley), 14 commuter rail lines, three ferry routes and a flexible paratransit service to 60 cities and towns in eastern Massachusetts. The MBTA employs more than 6,100 employees, of whom only 230 are non-union managers. The Authority receives guaranteed money annually from the Commonwealth of Massachusetts and has an FY2017 operating budget of more than $2 billion and a five-year $6.5 billion capital delivery program.
The Authority is currently undertaking an executive search to identify candidates for the role of General Manager and Chief Executive Officer. This individual will be responsible for the overall operations and day-to-day administration of the Authority and will prioritize the reliability, safety, and on time performance of bus, train and commuter rail services for MBTA ridership while ensuring a “State of Good Repair” and the delivery of capital maintenance and modernization projects.
This leader will have the proven ability to transform organizational culture and lead a complex public organization. The GM/CEO is charged with building on the forthcoming strategic plan of the MBTA Fiscal and Management Control Board (FMCB), aligning both short-term and long-terms objectives while addressing daily challenges. The next GM/CEO will have both fiscal acumen and organizational leadership skills to effectively manage the MBTA. The GM/CEO reports to the Secretary of Transportation and works on a daily basis with the five members of the FMCB, which is responsible for governance of the MBTA and for deciding what authority is delegated to the GM/CEO.
We seek a dynamic leader who has demonstrated impressive success as a senior executive managing and leading complex organizations with exposure to delivery of major capital programs. Superior skills in the areas of transformational leadership, Fiscal and Operational Management, Capital Delivery and Asset Condition, Customer Experience and Engagement, Talent Acquisition and Employer Branding and Labor Relations are required. Candidates should have a minimum of 15 years of experience in senior leadership and executive roles, with proven track record of organizational turnaround and transformation.
