This position is located in the District Department of Transportation (DDOT), Office of the Director. DDOT is a large diversified organization, comprising multiple and unique Administrations, which otherwise, would be separate departments within a state government. Its mission is to develop and maintain a cohesive, sustainable transportation system that delivers safe, affordable, and convenient ways to move people and goods - while protecting and enhancing the natural, environmental and cultural resources of the District.
The incumbent provides leadership in a variety of complex management and administrative support services essential to the successful operation of the Department's programs. Identifies organizational and management issues that require assessment and evaluation. Reviews and evaluates the status of operating programs and presents alternatives and recommendations in problems areas. Participates in meetings with the Director, Deputy Director, Chief of Staff, Chief Officers, Associate Directors, and other senior and executive level officials, when requested to provide technical assistance.
Monitors agency administrative policies and directives to sustain a resourceful management and operating structure. Manages development of plans and recommendations for improvement in programs, initiatives, procedures, policies, and work process. Analyzes and evaluates goals and objective for short and long range implementation of agency programs.
Provides overall management and coordination of revised or new operating policies, procedures, and program activities; and other relevant documentation prepared by staff group, and contractors or other external groups, in conjunction with agency administrative policies and procedures, as needed. Ensures that documents are complete, accurate and program compliant, adhere to established laws, regulations, and policies; and are consistent with agency objectives.
Supervises a staff of professional, technical, and clerical personnel assigned to Office of the Director. Provides recommendation to the Director and Chief of Staff to correct conditions that adversely impact mission accomplishment or the integrity of the agency. Responsible for all administrative and management support services in support of all internal operations.
Licensures, Certifications and other requirements
This position has been designated as an essential employee position under the provisions of District Personnel Manual Chapter 12.
This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.
Must possess and maintain a valid driver’s license.
An equivalent combination of education and/or experience in Public Policy or Public Administration highly preferred. Master’s degree in Public Policy, Public Administration, or related discipline and/or Juris Doctorate degree (JD) desirable.
Professional knowledge of the concepts of public administration, policy, and transportation.
Three (3) years of related experience in Transportation.
Two (2) years of Public Policy preferred.
The work is performed in a setting that requires normal safety precaution typical of an office environment, meeting or training facility. The work area is properly lighted, ventilated and heated. The incumbent will be required to attend occasional night and weekend events and meetings.
