SALARY: $60,543.00 - $97,203.00 Annually OPENING DATE: 05/10/17 CLOSING DATE: 06/21/17 11:59 PM DESCRIPTION: Maryland State Highway Administration (OPEN) * REVISED Team Leader (Transportation Design Engineer V) Grade 21 (7665) SP# 17-60-13 YOU MUST APPLY ONLINE TO BE CONSIDERED FOR THIS POSITION http://agency.governmentjobs.com/mdotmd THE RECONSIDERATION PERIOD FOR THIS RECRUITMENT IS FIVE (5) BUSINESS DAYS (Open) The Maryland Department of Transportation's State Highway Administration (SHA) Office of Highway Development- Highway Design Division (Baltimore City) is recruiting for two Team Leader (Transportation Design Engineer V) positions. These positions are open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Highway Development- Highway Design Division (Baltimore City). The main purpose of this position is to function as a Team Leader in the Highway Design Division and perform duties as a licensed professional engineer. This includes supervising, managing, and completing the engineering designs of complex significant transportation projects. Specific duties include, but are not limited to: Supervision of one to five lower level engineers, technicians, and consultants in competent authority in accordance with COMAR; preparation and review of cost estimates; developing and maintaining design schedules; supervising and reviewing consultant work; coordinating with Federal, State, local agencies, and community groups; administrative duties; representing SHA at meetings with Federal, State and local elected officials, community groups and the general public; and interpreting and administering the Administration's policies and procedures to develop contract documents. This position may manage a project management team with some in-house design and significant consultant management OR an in-house design team with little to no project or consultant management. This position would require knowledge and experience using Microstation software and expert knowledge of highway design. QUALIFICATIONS: Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment. Experience: One (1) year of experience managing engineering projects as a licensed, professional engineer. Selective Qualification: Two (2) years of experience in the design and management of highway projects. Notes: 1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland. 2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge. Preferred Qualification: The ideal candidate will possess knowledge of design guidelines and standards such as American Association of State Highway and Transportation Officials (AASHTO), Manual on Uniform Traffic Control Devices (MUTCD), and Roadside Design Guide. The candidate should have a thorough knowledge of the project coordination activities that are necessary for the advertisement of Major Transportation and System Preservation projects. The candidate should be proficient in the preparation of engineering and construction cost estimates, and have the ability to develop project budgets for multiple projects. The candidate should have an understanding of roadway design softwares and the ability to review the following design calculations: roadway alignment computations, Superelevation, intersection design elements, Right of Way impacts, Earthwork calculations, Maintenance of Traffic, Traffic Barrier placement; knowledge of hydraulic design and preliminary knowledge of environmental documents; knowledge of project schedule modeling using the critical path method; knowledge of the Plans, Specifications and Estimates (PS&E) process and preparing contract documents necessary for advertising and bidding; understanding of post advertisement activities such as Addenda and Redline revisions; excellent verbal and written communication with the ability to effectively lead a multidisciplinary team. LICENSES & CERTIFICATIONS: An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment.
