The Maryland Department Of Transportation's State Highway Administration Office of Highway Development - Design Technical Services Division (Baltimore City) is recruiting for a Team Leader (Transportation Design Engineer V) position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Highway Development - Design Technical Services Division (Baltimore City).
The main purpose of this position is to function as a Team Leader in the Design Technical Services Division, and perform duties as a licensed professional engineer: This position will be directly responsible for the PS&E and advertisement process of construction/maintenance projects. Supervision of lower level engineers, technicians, and consultants in competent authority in accordance with COMAR; preparing/reviewing specifications; developing and maintaining design standards; developing and maintaining the category code system, coordinating with Federal Highway Administration, MdTA, MTBMA and internal SHA offices with regards to the items listed above, including their review and approval. The position may also be responsible for the update and maintenance of manuals or guidelines for MDOTs transportation projects; manages or completes excess land reviews; supervise or completes the review of contract documents for local transportation alternatives projects; responsible for certain engineering reviews required for compliance with the FHWA/MDOT Stewardship Plan; responsible for coordination or completion of reviews of NCHRP/TRB engineering studies or research impacting OHD; support the Director's Office in AASHTO-related activities; lead training or help identify training to support engineers and surveyors in OHD. This position will be the program manager for eBidding, managing eBid staff to delivery construction projects.
EXPERIENCE: One (1) year of experience managing engineering projects as a licensed, professional engineer.
SELECTIVE QUALIFICATION: Two (2) years of experience in the design or management of the design of highway improvement projects.

1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.
2. Employees at the Maryland Aviation Administration may be required to obtain and maintain an Airfield Operator Permit in accordance with the Code of Maryland Regulations 11.03.01.04, Control of Vehicular Traffic on the Air Operations Area.
3. Employees at the Maryland Aviation Administration will be required to obtain and maintain an Airport security badge in accordance with 49 CFR Part 1542.209, Criminal History Records Check.
4. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
PREFERRED QUALIFICATIONS: Familiar with the Federal Highway Plans, Specifications, and Review process and preparing contract documents necessary for advertising and bidding (letting), and understanding of post advertisement activities such as Addenda. Proficient in review and preparation of plans, specifications and cost estimates for highway improvement projects. Experience in development of engineering standards, specifications, policies and guidelines. Knowledge of design guidelines and standards such as AASHTO and the MUTCD. Excellent written and verbal communication and interpersonal skills.
LICENSES & CERTIFICATIONS:
Possession of a motor vehicle operator's license valid in the state of Maryland.
