This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in Office of Highway Development (Baltimore City). The Design Technical Services Division Advertisement Section is responsible for the Advertisement of all Highway Design, Community Design, Highway Hydraulic, and Innovative Contracting lead projects designed in-house and by consultants, special projects for the Office of the Inter-County Connector, as well as all Special Projects designed under each of the seven District's Engineering Systems Design Team (ESDT). The main purpose of this position within the Design Technical Services Division Advertisement Section is to serve as an Addendum Coordinator, coordinating changes to the contract documents (plans, specifications, engineer estimates, project documentation, approvals and permits) after advertisement but before bid opening, and to ensure contractors are notified of the changes in a manner consistent with COMAR and SHA policy. Changes to the highway contract documents may include changes in the proposal quantities, engineer's estimate, and addition or deletion of specifications or other information included in the Invitation for Bids' Book (IFB) that occur after advertisement and prior to bid opening. This position uploads addenda documents to online bidding platform, and may be required to assist in any part of advertisement process as needed. This position coordinates with project managers in OHD, OICC, and ESDT to assemble all documents required for addenda. The position solicits approvals from Office of the Chief Engineer of Operations or PERE, and may also coordinate with OOC Contract Award Team, SHA project managers, Consultant Engineers, Vendors and others) via telephone, email, and written correspondence to resolve issues as they arise during the addenda process and to ensure all persons involved in the project are kept informed of the changing project status. The various types of projects advertised usually result in a wide range of complex changes that are addressed by the preparation and distribution of all applicable addenda documents. QUALIFICATIONS: Minimum Qualifications: Education: Graduation from a standard high school or possession of a high school equivalency certificate. Experience: Five years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning. Selective Qualification: Two & a half (2.5) years of the required experience must have involved developing, reading, or interpreting construction plans, specifications, or estimates and using Microsoft Excel to develop or analyze design criteria, estimates, or quantities *A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability). Applicants who possess an Associates Degree in either Engineering, Construction Management or Surveying or Surveying Technology from an accredited community college, college or university are considered to have met two years of the five year experience requirement. Preferred Qualifications: The ideal candidate will be proficient in web applications, familiar with file management structures, and experience in calculating quantities. This individual will also possess excellent customer service and communication skills, including telephone, email, and skype.
