SALARY: $60,543.00 - $97,203.00 Annually OPENING DATE: 07/26/17 CLOSING DATE: 08/24/17 11:59 PM DESCRIPTION: Maryland State Highway Administration (OPEN) Team Leader (Transportation Design Engineer V) Grade 21 (7665) SP# 17-60-06A YOU MUST APPLY ONLINE TO BE CONSIDERED FOR THIS POSITION http://agency.governmentjobs.com/mdotmd THE RECONSIDERATION PERIOD FOR THIS RECRUITMENT IS FIVE (5) BUSINESS DAYS (Open) The Maryland Department of Transportation's State Highway Administration (SHA) Office of Highway Development-Innovative Contracting Division (Baltimore City) is recruiting for a Team Leader (Transportation Design Engineer V) position. This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Highway Development- Innovative Contracting Division (Baltimore City). The main purpose of this position is to function as a Team Leader and a Licensed Professional Engineer responsible for a senior level of design engineering and management – managing consultants, oversight of licensed and non-licensed engineers, project teams, and office teams for the design, project management, and construction support for multiple major complex transportation projects simultaneously. This position will also have management responsibilities related to SHA's Alternative Project Delivery Program, including Design-Build and Construction Management at Risk projects. Specific duties include, but are not limited to the coordination of engineering activities associated with the planning, development and coordination of transportation projects (including, but not limited to cost estimates, design schedules, geometric design, maintenance of traffic, utility impact resolution, phasing), coordinating with Federal, State and local agencies, administrative duties, representing SHA at meetings with Federal, State and local elected officials, community groups and the general public and interpreting and administering the Administration's policies and procedures to develop contract documents. QUALIFICATIONS: Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment. EXPERIENCE: One (1) year of experience managing engineering projects as a licensed, professional engineer. SELECTIVE QUALIFICATION: Two (2) years of experience in project management as it relates to the design and/or construction of highway or other transportation infrastructure projects such as transit, rail, or airport projects. *A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability). PREFERRED QUALIFICATION: The ideal candidate will: be proficient in developing estimates, budgets and cash flows; have a thorough knowledge of design guidelines such as the American Association of State Highway and Transportation Officials' (AASHTO) A Policy on Geometric Design of Highways and Streets, Roadside Design Guide and Guidelines for the Development of Bicycle Facilities; the Manual on Uniform Traffic Control Devices (MUTCD), and Americans with Disabilities Act (ADA) Accessibility Guidelines; have a thorough knowledge of the coordination necessary for the advertisement of transportation projects from Plans, Specifications & Estimates (PS&E) through post advertisement activities; have the ability to perform and review the following design elements: Horizontal and Vertical geometry, Superelevation, Right-of-Way impacts, Earthwork calculations, Maintenance of Traffic, and Traffic Barrier. Knowledge of alternative project delivery methods such as Design-Build and Construction Management at Risk. Excellent written and verbal communication and interpersonal skills. Possess a motor vehicle operator's license valid in the State of Maryland. LICENSES & CERTIFICATIONS: An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment.
