Survey Analyst – Civil Engineering Specialist 1
Highway Division – Region 2 Tech Center

We are recruiting for a survey analyst to join our Right of Way and Survey Unit in Salem. This position provides survey support for employees working in both the field and the office.  This position collects, analyzes, and interprets pertinent data used to perform various computations of routine to complex difficulty. This position uses computer aided drafting (CAD) software Bentley Microstation and Inroads.

This person also serves as survey crew leader and leads a two to four person field survey crew. The survey crew leader is responsible for preparing accurate and detailed notes that document found evidence and work performed. This person ensures that work is performed safely, efficiently, accurately, and in conformance with legal and design requirements. The survey crew leader is also responsible for the care and safe keeping of equipment and tools assigned to the team.

Additional Details:
  • Limited Duration: This is a limited duration appointment that is expected to end on or before 06/30/2019. Limited duration appointments are regular status, benefits eligible, with a designated maximum length of service.
  • Representation: This position is represented by the Association of Engineering Employees of Oregon (AEE).
Duties and Responsibilities:
  • Create digital terrain models and draft topographic base maps, horizontal control maps, recovery maps, monumentation maps, vicinity maps, and legal survey maps from survey and textual data for review by Professional Land.
  • Organize and analyze data collected by survey field crews.
  • Review mapping products submitted by consultant surveyors for compliance to ODOT standards.
  • Review crew member and other survey map drafting and base maps for completeness.
  • Create staking files and alignment files for field crews.
  • Create and/or review roadside inventory spreadsheets.
  • Update the Features, Attributes and Conditions - Statewide Transportation Improvement
  • Program (FACS-STIP) tool.
  • Create and/or review OPAL spread sheets and mailing lists for survey notification letters.
  • Oversee and lead survey work for the development, design, maintenance and monumentation of transportation facilities. 
  • Train and guide lower level personnel in the practice of surveying and right of way research.
  • Establish horizontal and vertical control for proposed projects.
  • Perform detailed surveys using manual and electronic survey equipment, computers and complex software.
  • Locate and tie government corners, property corners, cultural features, and terrain data.
  • Provide initial staking for transportation projects and monument ODOT Right of Way and other property boundaries.
  • Stake proposed Right of Way for negotiations between Right of Way agents and property owners.

Minimum Qualifications:
A bachelor's degree in civil engineering, surveying, or transportation-related engineering and one year civil engineering or surveying experience; OR 

An associate's degree in engineering technology or surveying from a recognized community college or technical school of engineering and two and one-half years of engineering or surveying experience. One year of this experience must have been working independently or as a senior member of a team or work group; OR 

Four years of para-professional engineering or surveying experience. One year of this experience must have been working independently or as a senior member of a team or work group; OR 

An equivalent combination of education and experience. 

Special Qualifications:

  • Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Preferred Attributes: We may show preference to candidates whose application materials demonstrate the following.

  • Survey field and office experience.
  • Experience with Leica surveying equipment.
  • Experience using Microstation and Inroads software. 

Working Conditions:

  • Office work is performed in an office environment using computer aided drawing (CAD) workstations and personal computers.
  • Travel within the region and occasional travel statewide is required.
  • May be required to lift 10 to 40 lb. archive boxes.
  • Field work environment may include exposure to hazards of traffic, construction equipment, inclement weather conditions, stinging insects, poisonous plants, hard surfaced pavement, and lifting and carrying 20 to 50 lbs. of survey instruments and traffic control signs. 
  • May be required to walk on rough terrain and stoop or bend around structures or equipment and there may be large bodies of water, elevations, ravens, and confined spaces to occasionally maneuver around in.
  • Duties may include working with hazardous chemicals, hand tools, and radioactive sources.
  • Workload often involves simultaneous projects with competing deadlines. Work may occasionally require long or flexible hours and being on call 24 hours a day, 7 days a week, including holidays.
  • This position will have contact with contractors, the public, and other contacts that may be adversarial on issues.
