Lead Senior Surveyor – Professional Land Surveyor 2
Highway Division – Region 2 Tech Center

We are recruiting for a lead senior surveyor to join our Right of Way and Survey Unit in Salem. This position directs the activities of the Region 2 Survey Unit. The region's lead senior surveyor provides direct support and oversight to the crew's office coordinator and other office professionals for project scoping, survey project requests, developing cost estimates, prioritizing project schedules and assignments of requested work to survey crews and office staff. This person uses their technical expertise to advise and train subordinates in the practice of surveying, right of way research, right of way retracement, and filing of surveys with counties. The lead senior surveyor also collaborates with office professionals in activities of right of way engineering, producing completed right-of-way maps, plans, plats and descriptions that are used for the purchase of property on ODOT projects and the sale of excess property.

Duties and Responsibilities:
  • Oversee Region 2 surveys prepared for filing, both retracement and monumentation.
  • Answer questions and give advice regarding complex survey issues.
  • Review field surveys and maps prepared by the survey group or submitted for review by the construction offices or consultants.
  • Advise and provide professional survey technical overview of projects.
  • Stamp surveys for submittal to the county surveyor's office.
  • Resolve existing highway right of way centerlines and right of way boundary lines.
  • Monument new right of way lines and file surveys.
  • Provide customer service in the research of right of way and survey maps.
  • Coordinate flexible service contracts with consultants for survey work.
  • Write consultant work orders and assist project leaders in consultant usage.
  • Assist in establishing and maintaining survey group and departmental quality control standards.
  • Provide technical training to the survey group staff and other highway engineering staff.
  • Assist supervisor by assigning, reassigning, and reviewing work to meet project schedules or lead a team of surveying personnel on significant or unusual projects.
  • Review project development survey work by all Region 2 crews.
  • Provide cost estimates and schedules for requested work.
  • Develop Statewide Transportation Improvement Program preliminary engineering survey budgets for region wide projects. 

Minimum Qualifications:
A valid Professional Land Surveyor (PLS) license AND three (3) years of journey level professional surveyor experience.
Note: If registered in another state, successful applicants will be required to obtain comity within six months of hire.

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
Preferred Attributes: We may show preference to candidates whose application materials demonstrate the following. We will use the items on this list along with our essay-style supplemental questions to determine who to interview.  

  • An Oregon Professional Land Surveyor License.
  • Training, knowledge, and experience related to intermodal transportation project development surveying.
  • Experience and training related to survey project planning/management and directing the activities of others, including any mentoring or training of surveyors or managers of other disciplines such as roadway design.
  • Training and experience related to creating, managing, and monitoring the surveying activities of consultants and/or local public agencies.
  • Experience, knowledge, and training related to using MicroStation, InRoads, Leica Geo Office (LGO), and spreadsheets to perform survey computations and check digital terrain models, centerline, and right of way alignments and to produce and/or review electronic and hard copy maps of survey.
  • Experience, knowledge, and training related to using geological, roadway, environmental, hydrographic, bridge, and other highway engineering design information to check right of way base maps and property descriptions.

Working Conditions:

  • Typical office environment using computer aided design and drafting (CADD) workstations and personal computers.
  • Field work environment may include exposure to hazards of traffic, construction equipment, inclement weather conditions, stinging insects, poisonous plants, hard surfaced pavement, and lifting and carrying 20 to 50 lbs. of survey instruments and traffic control signs. 
  • May be required to walk on rough terrain and stoop or bend around structures or equipment, and be required to work 20 feet or more above ground/water at project sites.
  • Travel within the region and occasional statewide travel is required.
  • This position will have contact with elected and local officials, various media, and the public, who may be emotionally involved in issues.
