Deputy Director-Administrative Operations (DOT Executive IV)
TO BE CONSIDERED FOR THIS POSITION YOU MUST APPLY ONLINE RECRUITMENT: The Maryland Department of Transportation's State Highway Administration's (SHA) Office of Construction (Hanover, MD) is recruiting for the Deputy Director of Administrative Operations (DOT Executive IV). This recruitment is open to anyone who meets the preferred qualifications listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority). NATURE OF WORK: This is an Executive Level Position and serves as Office of Construction's (OOC) Deputy Director for Administrative Operations and is charged with the overall management and direct oversight of OOC Administrative Operations in support of the SHA's Construction Program which includes responsibility for activities related to Contracts Award, Utilities, Contract Payments and Engineering Support. A main focus within Administrative Operations is setting statewide policy and providing statewide support for other offices to ensure SHA construction projects are administered properly through completion. This position has authority to function on behalf of the Director-OOC and has been delegated complete approval authority to be exercised as needed based on workload and/or in the absence of the Director – OOC. This position performs duties similar to those of the Director - OOC by analyzing and solving complex engineering problems; managing and directing changes statewide for policy and procedures regarding construction administration; directly supervising four (4) managers; administering, assigning duties and monitoring functions performed by the Sections and Teams supporting Administrative Operations within the OOC. Other responsibilities include direct responsibility (i.e. signature authority) for reviewing and approving procurement for OOC, reviewing incoming and outgoing mail for the purpose of assigning work both to himself and others, handling personnel/ disciplinary problems and attending meetings. This position has a high level of responsibility given the degree of management it provides, the level to which it reports and fiduciary responsibility relating to the final determination and resolution of claims, administration of contracts awards, review and recommendation for Procurement Officer's Final Decisions on bid protests, final approval of change orders and payment to contractors. This position has signatory authority for all the above. QUALIFICATIONS: Preferred qualifications: Education: Possession of a bachelor's degree in civil engineering from an accredited college or university. Experience: Eight (8) years of experience in professional engineering, three (3) years of which must have involved the supervision of employees or exercising responsibility for program development. *Four (4) years of the required experience must have been in professional engineering involving highway construction. Two (2) years of this experience must have been in the management of highway construction projects. NOTES: Additional experience in professional engineering or a related technical field may be substituted on a year-for-year basis for the required education. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis. LICENSES & CERTIFICATIONS: Possession of a motor vehicle operator's license valid in the state of Maryland with less than four (4) points.
