Transportation Engineer III/GIS Centerline & Road Inventory Manager
SALARY: $46,857.00 - $75,012.00 Annually OPENING DATE: 08/11/17 CLOSING DATE: 09/04/17 11:59 PM MARYLAND STATE HIGHWAY ADMINISTRATION GIS Centerline & Road Inventory Manager (Transportation Engineer III) Grade 17 (0117) SP# 17-50.0-07 YOU MUST APPLY ONLINE TO BE CONSIDERED FOR THIS POSITION THE RECONSIDERATION PERIOD FOR THIS RECRUITMENT IS FIVE (5) BUSINESS DAYS The Maryland Department of Transportation's State Highway Administration is recruiting for a GIS Centerline & Road Inventory Manager (Transportation Engineer III) in the Office of Planning & Preliminary Engineering (Baltimore City). This position is open to anyone that meets the minimum and selective qualifications* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Planning & Preliminary Engineering (Baltimore City). The primary responsibilities for this position are to manage and maintain SHA's road inventory database of physical and administrative attributes for 32,000 miles of state, county and municipally maintained roads in Maryland. Manage and maintain annual updates of SHA's official GIS centerline network which represents the location, geometry and length of all inventoried publicly maintained roadways and highways in Maryland, using ESRI's ArcGIS software and Roads and Highways application. Reviews corrections and sets goals and deadlines for completing updates. Analyzes and evaluates submissions made through the Roads and Highways on-line application and annual Road Improvement Reports received from local jurisdictions to ensure completeness, accuracy and compliance with regulations given by the Maryland Code and SHA. Reviews State Highway information including construction contracts and plans, engineering access permits, signal notices, road transfers and conveyances, agreements and memorandums, and news media releases indicating road changes to determine how these may impact information contained in the Roads and Highways GIS database. QUALIFICATIONS: Minimum Qualifications: Education: Possession of a bachelor's degree in engineering from an accredited college or university. Experience: Two years of experience in professional engineering. Selective Qualification: One (1) year of this experience must have involved the use of Esri's ArcGIS suite or Esri's Roads and Highways application. *A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability). Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education. 2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience. 3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements. Preferred Qualifications: The ideal candidate will have experience and working ability with the Windows operating system including Microsoft Office (Word, Excel, Access, PowerPoint). This candidate will also have the ability to read and write legibly, read and understand maps, and perform mathematical calculations is desired.
