Assistant Project Manager – Civil Engineering Specialist 3
Highway – Region 1


ODOT Highway Region 1 builds, operates, and maintains the multi-modal transportation system serving the Portland metropolitan area. We are recruiting for an assistant project manager to provide leadership and training to a construction office crew. This person will assist the project manager in executing and documenting complex construction projects and will direct the activities of construction crew employees.

Duties and Responsibilities
  • Coordinate the work activities of inspectors, survey crew members, and office staff.
  • Review contract work for compliance with plans and specifications.
  • Negotiate contractor pricing and review construction schedules.
  • Interview employee candidates and recommend hiring.
  • Develop project engineering and annual crew budgets.
  • Respond to public and local jurisdiction inquiries about assigned projects.
  • Ensure that required tests are performed and documented.
  • Participate in project development activities.
  • Review contract documentation.
  • Inspect and monitor construction work.
  • Monitor project safety procedures and methods.
  • Prepare and submit documentation and reports.
Working Conditions:
  • Tight time schedules with overlapping deadlines.
  • Long and variable hours.
  • May be on call 24/7.
  • Occasional involvement in emotionally tense situations.
  • Fifty percent of work performed outdoors.
  • Occasional travel with overnight stays.
  • Exposure to traffic and construction hazards.
  • Exposure to adverse weather conditions.
  • Work in proximity to hazardous chemicals and radioactive sources associated with materials testing.
  • Work involves traversing rough terrain, climbing ladders and scaffolding, and working in elevated locations.
  • Must be able to lift at least 50 pounds.

Minimum Qualifications:
A bachelor's degree in civil engineering, surveying or transportation-related engineering and four years of civil or transportation-related engineering or surveying experience.
Seven years of civil or transportation-related engineering or surveying experience. Two years of this experience must have been independently planning and completing assignments in drafting, field or laboratory inspection, construction contract administration, surveying, materials testing, or traffic investigations.
An equivalent combination of education and experience.
Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

  • Experience administering or inspecting multiple highway construction contracts with overlapping deadlines.
  • Experience leading a diverse group of staff members with differing roles and perspectives.
  • Experience delivering transportation projects from conception to completion.
