The Maryland Department of Transportation State Highway Administration (SHA) Office of Highway Development (Baltimore City) is recruiting for a Project Manager (Transportation Design Engineer IV) position. This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in Office of Highway Development (Baltimore City).
The main purpose of this position is to function as a licensed professional engineer completing Project Management and/ or Engineering Design of complex, significant transportation projects. Specific duties include, but are not limited to: Geometric and Maintenance of Traffic design and/ or management for roadway related projects; the preparation and review of contract documents for advertisement including interpreting and administering the Administration's policies and procedures; development and review of cost estimates; developing and maintaining design schedules; reviewing non licensed engineers work; development project development schedules, review of consultant proposals, review of invoices, presentations, project briefing, and attending meetings with community groups and the general public.
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Selective Qualification: Two (2) years of experience in designing or managing highway projects.
*A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability).

Preferred Qualifications: The ideal candidate will have the proficiency to perform and review roadway design calculations, such as: horizontal and vertical geometry; superelevation; roadside grading and earthwork calculations; traffic barrier type and placement; sidewalk and bicycle facility design; MOT; right of way impacts; and preparation and review of Cost Estimates. This individual will have a working knowledge of design guidelines and standards such as AASHTO, MUTCD, and the Roadside Design Guide. Additionally, the ideal candidate will have experience with the use of Microstation and InRoads design software, and have general knowledge of the Plans, Specifications, and Estimate (PS&E) process and preparing contract documents necessary for advertising, bidding and post advertisement activities such as Addenda and Redline revisions. Excellent written and verbal communication, and interpersonal skills are also preferred.
LICENSES & CERTIFICATIONS:
1. Professional Engineer license in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers.
2. Possession of a motor vehicle operator's license valid in the state of Maryland.
