We are recruiting for two (2) operations and policy analyst 2 positions to join our Consulting Services Unit in Salem. This position works directly in support of the project delivery teams by providing consultative advice on administrative, policy, programmatic, and management aspects of consultant contracts.

Duties and Responsibilities:
  • Design, develop, coordinate, and maintain an assignment list of the A & E Manual for review.
  • Facilitate annual review of the manual to ensure design and content are current.
  • Conduct thorough research of statues, rules, and polices related to the division.
  • Explain technical and legal issues in plain language both in writing and verbally.
  • Prepare training objectives and create detailed plans and supportive materials.
  • Develop new employee orientation recommendations for the agency.
  • Provide training status and issues reports to management.
  • Develop and maintain a list of Statement of Work templates by disciplines.
  • Prepare templates for Statement of Works.
  • Conduct research on topics related to A & E contracts.
  • Analyze legislation for consideration of program impacts and fiscal impact analysis.
  • Review document files to ensure appropriate documents are in the file and maintained.
  • Plan, execute, and manage communications in support of the A & E taskforce.

Minimum Qualifications:
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
 
Preferred Attributes/Application Scoring Criteria: In addition to your related work experience and education, we will use the items on this list, as demonstrated in your application materials and responses to our correlated essay-style supplemental questions, to determine whom to interview.

  • Demonstrated excellent verbal and written communication skills.
  • Demonstrated excellent customer service skills.
  • Experience maintaining technical manuals or technical statement of work templates and quality review on contract administration files.
  • Experience delivering recommendations to management.

 
Working Conditions:

  • Typical office environment, including extensive use of a computer with various software programs.
  • Occasional in-state travel required.
  • Workload involves working on complex, high visibility programs and projects.
  • This position has contact with internal and external stakeholders who may be adversarial at times.
  • Occasional overtime required to accomplish work products and meet deadlines.
