The Maryland Department of Transportation State Highway Administration Office of Planning and Preliminary Engineering/Regional & Intermodal Planning Division (Baltimore City) is recruiting for a Division Chief (Administrator VII) position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill these vacancies, and may be used to fill future vacancies in this classification in the Office of Planning and Preliminary Engineering/Regional & Intermodal Planning Division (Baltimore City).

NATURE OF WORK: The main purpose is to direct and manage the activities of the Regional and Intermodal Planning Division (RIPD). This primarily requires assuring that regional and statewide planning is performed in a manner that meets highway transportation needs, while meeting federal and state statutory and regulatory requirements, and allows for timely implementation of transportation improvements. This position's responsibilities involve extensive coordination outside the SHA with the Maryland DOT Secretary's Office, the Federal Highway Administration, county and municipal planning and public works directors, staff in local jurisdictions, metropolitan planning organizations and other state agencies, and private citizens. This position also oversees the Transportation Alternatives, Recreational Trails, and Scenic Byways programs that are housed in RIPD.
EDUCATION: A Bachelor's degree from an accredited college or university.
EXPERIENCE: Six (6) years of experience in administrative or professional work. Three (3) years' experience performing professional transportation planning work.
THE IDEAL CANDIDATE SHOULD HAVE:
Excellent communication skills, both oral and written; consensus building skills; process development/re-engineering skills; understanding and experience with procurement and budget processes; thorough working knowledge of federal transportation planning and project development process requirements; ability to work with elected officials; leadership skills; demonstrated ability to deliver projects on schedule; and excellent public presentation skills.
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military services experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required educations and experience.
LICENSES & CERTIFICATIONS:
Possess a motor vehicle operator's license valid in the state of Maryland.
