SALARY: $64,608.00 - $103,743.00 Annually OPENING DATE: 12/05/17 CLOSING DATE: 12/26/17 11:59 PM DESCRIPTION: Executive Service Announcement (Open) STATE HIGHWAY ADMINISTRATION (SHA) Office of Planning & Preliminary Engineering (Baltimore City) Division Chief, Program Development Division Administrator VII (0939) (Selection Plan #17-50.0-11 RECRUITMENT: The Maryland Department of Transportation State Highway Administration Office of Planning and Preliminary Engineering/Program Development Division (Baltimore City) is recruiting for a Division Chief (Administrator VII) position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill these vacancies, and may be used to fill future vacancies in this classification in the Office of Planning and Preliminary Engineering/Program Development Division (Baltimore City). NATURE OF WORK: The main purpose is to direct and manage the activities of the Program Development Division, supporting the Deputy Director of Planning and Programming, OPPE. This position is responsible for development of semi-annual MDOT SHA element of the Consolidated Transportation Program (CTP) and the quarterly Capital Budget submissions to MDOT which are the budgets for both the major projects and the System Preservation Program (SPP). This also includes the State Transportation Improvement Program (STIP) delineating usage of Federal Aid Funds. This position directs the preparation of the annual Statewide Planning and Research Program (SPR), which administers federal funds for planning and research activities. This position supervises and coordinates the production of graphic displays for the use by the MDOT SHA, MDOT and the Governor's Office. The position also requires extensive coordination and liaison work with all divisions and Senior Managers within MDOT SHA, MDOT, and consultants as well as the public. A key function of this position will also be to track and report on existing, projected, and historical expenditures by fund type, corridor, program, and geographical area as required by senior management. QUALIFICATIONS: Preferred qualifications: EDUCATION: A Bachelor's degree from an accredited college or university. EXPERIENCE: Six (6) years of experience in administrative or professional work. Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of polices or procedures. Three (3) years' experience performing professional transportation planning work OR fiscal management work. One year of the experience must involve the supervision of other employees. THE IDEAL CANDIDATE SHOULD HAVE: It is desirable that the candidate have excellent communication skills, both oral and written; consensus building skills; process development/re-engineering skills; understanding and experience with procurement and budget processes; thorough working knowledge of federal transportation planning and project development process requirements; ability to work with elected officials; leadership skills; demonstrated ability to deliver projects on schedule; and excellent public presentation skills. NOTES: 1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education. 2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience. 3. Candidates may substitute U.S. Armed Forces military services experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required educations and experience. LICENSES & CERTIFICATIONS: Possession of a motor vehicle operator's license valid in the state of Maryland with less than four (4) points.
