Executive Director, Florida’s Turnpike Enterprise Annual Recruitment Salary: $138,586.24 Position Number: 55001035 The Florida Department of Transportation is seeking applicants for the position of Executive Director of Florida’s Turnpike Enterprise who serves as part of the Department's Leadership Team and participates with other top department managers in setting the agency's mission, goals, objectives, policies, procedures, and program budgets. The Executive Director is the transportation leader and authority for Florida's Turnpike Enterprise System. Within the Enterprise, the Executive Director represents the Secretary of Transportation by leading people, leading change, effectively communicating and building coalitions, exercising sound business judgment, achieving results and setting the example for department values: Integrity, Respect, Excellence and Team Work. Ensure the Debt Management Policy of the Department as it relates to the Turnpike Enterprise is adhered to. Complying with specific statutes as they relate to the turnpike System. Maintain excellent relationships with the bond rating agencies and ensure the assigned rating is appropriate to the financial management and performance of the Turnpike Enterprise. Safeguard the interest of the bondholders. Ensure the reliability of feasibilities studies and cost estimates on revenue-funded projects. Oversee concessionaire contracts that provide services at Turnpike restaurants and service stations. To the maximum extent possible, focus all staff assigned to Florida's Turnpike Enterprise, whether Department, consultant, contractor or concessionaire, on the importance of customer service and ensuring that transportation value to the patron exceed the toll paid. Recognize that Florida's Turnpike Enterprise is part of the Florida Department of Transportation (FDOT) and that within the geographic FDOT district ensure the Turnpike's program, projects and initiatives are coordinated with the regional District Secretary. Responsible for the collection of tolls on DOT owned or operated toll facilities. Appoint and oversee a staff that is entirely exempt from career service, and which includes a Chief Financial Officer, and Administrative Services Director, and a Chief Operating Officer. Further responsibilities have been given to the Executive Director, as the head of this new single budget entity, which include given greater autonomy and flexibility to more easily pursue innovations as well as best business practices found in the private sector.
