The project manager/systems analyst position is part of the Motor Carrier Application Development (MCAD) section of ODOT's Information Systems Branch and is located in Salem. This position conducts systems analysis and project management for new and existing computer systems, provides technical consultation and training to users, leads IS projects, develops user specifications for new computer systems and revises existing systems. Duties include creating system documentation, complete system design, testing, system support, technical support and problem resolution for users as well as participation in strategic planning.

Duties & Responsibilities

  • Lead information system projects to address the replacement or redesign of existing systems to meet changing business needs; or to correct system crashes and diagnose user problems. 
  • Plan, prioritize and assign project segments to staff; track and report on project progress overseeing issue management and change control.
  • Provide technical support and assistance to users through technical consultation and training services.
  • Develop, coordinate and present staff training.
  • Consult with customers, team members and other system users to plan, schedule, coordinate and install modified or new software and technology.
  • Monitor new installations to ensure acceptable performance is maintained.
  • Evaluate performance issues and makes recommendations for resolution.
  • Coordinates solutions with business, other teams and management.
  • Prioritizes operational problems and works with users, vendors and other parties to resolve conflicts.
  • Conduct business analysis and research for new and existing computer systems.
  • Conduct needs assessments and completes business process modeling.
  • Identifies and completes acquisition strategies. Develop user specifications for new or revised computer systems.
  • Test hardware and/or software systems. Develop test plans and compliance criteria documenting and correcting errors.

 

Minimum Qualifications: 

(a) Five (5) years of information systems experience in software and hardware;

Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software.

Hardware: Hardware Device means the physical components (e.g., PC, server, mainframe, peripherals).

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience in software and hardware;

Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software.

Hardware: Hardware Device means the physical components (e.g., PC, server, mainframe, peripherals).

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for four (4) years. AND one (1) year of information systems experience in software and hardware;

Software: Software means the programs, procedures, rules, and associated documentation concerned with operating a system and covers both applications and operating software.

Hardware: Hardware Device means the physical components (e.g., PC, server, mainframe, peripherals).
