SALARY: $56,743.00 - $91,107.00 Annually OPENING DATE: 10/12/17 CLOSING DATE: Continuous DESCRIPTION: Maryland State Highway Administration (RE-OPEN UNTIL FILLED) Water Resources Engineer (Transportation Design Engineer IV) Grade 20 (7664) SP#18-60-23A *THOSE WHO HAVE ALREADY APPLIED NEED NOT REAPPLY* YOU MUST APPLY ONLINE TO BE CONSIDERED FOR THIS POSITION THE RECONSIDERATION PERIOD FOR THIS RECRUITMENT IS FIVE (5) BUSINESS DAYS The Maryland Department of Transportation State Highway Administration (SHA) Office of Highway Development - Highway Hydraulics Division (Baltimore City) is recruiting for a Water Resources Engineer (Transportation Design Engineer IV) position. This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in Office of Highway Development - Highway Hydraulics Division (Baltimore City). The main function of the position, as a licensed professional engineer, is to complete design engineering work at the professional level of expertise. In the position the incumbent functions as a Project Design Engineer and Project Manager for the design and development of construction plans, cost estimates, and specifications for drainage systems, stormwater management (SWM) facilities and erosion and sediment control (ESC) for roadway projects at MDOT SHA-Office of Highway Development (OHD) Highway Hydraulics Division (HHD). The responsibilities include consultant management in design as well as project reviews to ensure compliance with American Association of State Highway and Transportation Officials (AASHTO), MDOT SHA Drainage Manual, State and Federal environmental regulations, laws and accepted engineering practices. The primary focus of the position is on design and management of projects as they relate to the hydraulic and hydrologic (HH), SWM and ESC aspects of roadway projects. The position responsibilities will include support of programmatic activities under the MDOT SHA Drainage and Stormwater Assets Program such as drainage investigations, flooding issues, drainage outfall channels and stream assessments and restoration plan development and coordination with regulatory agencies to obtain environmental permits. The position duties include stormwater facilities inspections and remedial activities development as well as drainage improvement projects management supporting Fund 74 Program delivery, coordination with District Maintenance and District Construction for project implementation through District area wide construction contracts to address drainage, stormwater, erosion or safety issues. The duties will include managing multiple tasks with supervision of in-house staff and on-site consultants. This position reports directly to the Team Leader. QUALIFICATIONS: Minimum Qualifications: Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment. Selective Qualification: Two (2) years of water resources or environmental engineering design experience. *A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability). Preferred Qualifications: The ideal candidate will have knowledge and experience in drainage, SWM and ESC design, project management, personnel management; ability to properly interact with public and project stakeholders on behalf of MDOT SHA. This individual will also be familiar with drainage law and environmental regulations, transportation related projects development processes, and managing consultants. This candidate will possess a high proficiency in preparing technical reports, schedules, special provisions, estimates and various guiding documents, as well as a working knowledge of hydrology/hydraulics engineering analysis. LICENSES & CERTIFICATIONS: 1.Possession of Professional Engineering License. 2. Possession of a motor vehicle operator's license valid in the state of Maryland.
