Supervisory Civil Engineer/Program Manager

Salary Range: $110,621.00 - $154,869.00 per year

This position is located in the District Department of Transportation, (DDOT), Infrastructure Project Management Division (IPMD). The purpose of this position is to serve as Program Manager for project development, design and construction management for infrastructure capital projects including street, bridge and other transportation projects. This position plans, designs, and carries out projects, studies, and program operations.
This position provides supervision and leadership to a multi-disciplinary team, including civil and structural engineers and technicians who are ensuring compliance with local and federal regulations for DDOT’s projects. The incumbent must exercise resourcefulness and initiative in using different approaches in handling various situations that affect the implementation transportation projects. This position supervises professional and field personnel, including selecting, training, motivating and evaluating staff to maximize professional development and productivity. As a technical authority, incumbent is given wide latitude to independently lead, direct and manage projects.
This position supplies strategic planning techniques and effective project management concepts, practices and methods in delivering each multi-phased transportation project. Prepares and maintains comprehensive project plans and schedules in line with standard capital improvement methods, practices, and processes (i.e., using professional engineering and project management methods to ensure the effective completion of each project phase to include project selection and scope, planning and design, procurement processing and contractor selection). This position identifies stakeholder concerns, community interests, public utility company concerns and information received from other agencies. This position participates in public and community meetings with Advisory Neighborhood Commissions, the media, Civic Associations, and other special interest/community groups to communicate the status of project.
Mastery knowledge of professional civil engineering principles, standards, guidelines, codes and regulations used in transportation engineering and construction of street and bridge infrastructure including experience managing transportation programs which involve urban street reconstruction and streetscape projects, bridge rehabilitations and other transportation infrastructure projects.
Knowledge of District of Columbia and Federal procurement regulations and procedures, and capital funding, improvement processes, and appropriated budgeting methodologies. Demonstrated expertise in Program Management. Candidate must also have Senior Project Management experience in civil engineering and/or construction management.
Demonstrated expertise in successfully implementing and managing technical project teams and construction projects, and project management of street and bridge construction, and in developing, managing and resolving complex business and technical problems related to large, complex multi-million dollar projects. Competent knowledge in project management, civil engineering, bridge structural analysis and design, stormwater regulations, NEPA process, utility coordination, and construction principles.
Strong oral and written communication skills. Strong organizational skills. Capability to work collectively in a team environment. Should be able to delegate work and perform some tasks themselves. Ability to manage stakeholder expectations.
Licensures, Certifications and other requirements
Professional Engineer (PE) licensure is required. The incumbent of this position must possess and maintain a valid driver's license. Certification as a Project Manager by an accredited learning institution and/or from the Project Management Institute preferred.
This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to D.C. Act 15-620.
Bachelor's or higher degree in professional engineering from an accredited college or university. The curriculum must have been in a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum.
A minimum of seven (7) years of experience applying engineering principles, practices, and techniques or an equivalent combination of twelve (12) years of education, training, and experience sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work of the position is required.
