The Maryland Department Of Transportation's State Highway Administration Office of Highway Development (Baltimore City) is recruiting for an Assistant Division Chief (Transportation Design Engineer VI) position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification in the Office of Highway Development (Baltimore City).

The main purpose of this position is to serve as the Assistant Chief of the Design Technical Services Division (DTSD) in the Office of Highway Development (OHD). This position will assist the Chief (DC) of DTSD in the supervision, management, direction, and administration of the work of the DTSD including activities related to the review of Plans, Specifications, and Estimate Reviews of all OHD Construction projects, as well as those for the seven Districts; "AASHTO" reviews of all projects as needed; guidance and engineering reviews for Transportation Alternatives Program projects; review of concept studies, guidance and reviews for projects completed by Local Public Agencies using Federal Highway Funds; developing, maintaining and updating engineering standards, specifications, and manuals used statewide and by MDOT SHA, other MDOT Transportation Business Units (TBU), and local public agencies; project milestone report reviews, coordinating FHWA Stewardship reporting requirements; managing, evaluating, or recommending research; oversight OHD elements of MASH implementation as required by FHWA, manages or completes excess land reviews. Responsible for electronic bid implementation and ongoing customer support at MDOT SHA and management of ongoing advertisement and letting of transportation projects for OHD, the districts, and other offices as needed. This position may serve as leader, member, or liaison to ad hoc MDOT SHA-wide teams or initiatives such as e-construction or e-document management, Engineered 3D-Models design initiatives, application development or updates, while also managing Statewide ProjectWise and CADD activities for MD MDOT SHA. Also manages a technical staff responsible for GIS applications and related resources used by the office, database development and management, SharePoint development and management, web-site development and management; management of CADD applications and CADD manager for MDOT SHA; management of ProjectWise resources for MDOT SHA's document management systems; management of computer software and hardware resources for OHD, including a Desktop support team.

QUALIFICATIONS: Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.

EXPERIENCE: Two (2) years of experience managing engineering projects as a licensed, professional engineer.

SELECTIVE QUALIFICATION: Three (3) of years' experience in project management as it relates to the design or construction of transportation related improvement projects AND/OR experience in the development, interpretation, or review of plans, specifications, standards, or estimates for transportation related improvement projects. One (1) year of supervisory experience or management of engineering staff.

*A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability).

1. Employees at the Maryland Aviation Administration may be required to obtain and maintain an Airfield Operator Permit in accordance with the Code of Maryland Regulations, Control of Vehicular Traffic on the Air Operations Area.

2. Employees at the Maryland Aviation Administration may be required to obtain and maintain an Airport security badge in accordance with 49 CFR Part 1542.209, Criminal History Records Check.

3. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.

4. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.

PREFERRED QUALIFICATIONS: Excellent written and oral communication and interpersonal skills. Proficient in establishing and adhering to project budgets and schedules. Expert knowledge in the Plans, Specification, and Estimate (PS&E), Advertisement, and Addenda processes. Working knowledge of roles and responsibilities of various divisions required in the advertisement of transportation projects. Expert knowledge of Standards and Specifications for Construction. Expert knowledge of American Association of State Highway and Transportation Officials (AASHTO) design guidelines. Expert knowledge of in reading and interpreting engineering drawings, standards, and specifications for construction. Familiar with computer hardware and software needs in support of transportation design delivery needs. Working knowledge of Computer Aided Drafting and Design (CADD), Geographic Information Systems (GIS) based database systems, general databased systems, SharePoint, and web development.
