The Maryland Department of Transportation State Highway Administration (SHA) Office of Highway Development (Baltimore City) is recruiting for a Contract Manager Team Leader (Administrator IV) position. This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification in the Office of Highway Development (Baltimore City).

This position is the Team Leader of the Contract Management Team for the Office of Highway Development (OHD) Engineering Resource Division (ERD). This position is responsible for the supervision of the Contract Management Team, including direct supervision and management of the workload of this team while also serving as a Contract Manager with specific contract assignments. The position is responsible for the full range of the architectural/engineering (A/E) consultant contract management activities from pre-advertisement activities through contract close-outs. This position provides expertise to the Contract Managers as well as to the engineering Project Managers with regards to the consultant task selection and management activities, and coordinates with other MDOT SHA Offices and Districts, consultant firms, and other state agencies or jurisdictions, as needed, especially with regards to tasks assigned to OHD Open-End Consultant Contracts. This position reports to the Assistant Division Chief to ensure that all contracts remain within the established budget, adheres to contract terms and achieves D/MBE goals, and that task activities are within contracts' scopes. This position also supervises the contract managers with regards to the invoice review process for OHD A/E contracts, including assigning work or completes the actual invoice-related activities, confirming compliance with fiscal procedures, coordinating with Task Managers for reviews, and entering data into the Financial Management Information System and Consultant Tracking System for the same contracts. This position also ensures that the Contract management is compliant with state and federal laws, regulations, and MDOT policies and procedures.

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Selective Qualifications: Two and a half (2.5) years of experience performing contract management for design projects or procurement and management of A/E (architectural or engineering) contracts. Six (6) months of the one (1) year of supervisory experience must have been in a supervisory capacity performing the above experience.

*A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability).

Preferred Qualifications: Government/Public experience duties to included acquisitions or, contract administrator, interpreting contract language, developing and reviewing proposals and solicitations, and in reviewing, approving, or processing invoices. Experience utilizing financial management, spreadsheet, database, word processing, pdf, email, or web-based software. Working knowledge of Maryland Procurement Regulations for Architectural/Engineering (A/E) procurement. Excellent written and oral communication skills. Professional membership (National Institute for Governmental Procurement, Maryland Public Purchasers Association, National Contract Managers Association, etc.) or professional certifications (Public Purchasers Certification (ie. Certified Professional Public Buyer, Certified Public Purchasing Officer, etc.)


1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Possession of a motor vehicle operator's license valid in the state of Maryland.
