New Products and Research Team Leader (Transportation Engineer V)
The Maryland Department of Transportation State Highway Administration (SHA) Office of Materials Technology (Anne Arundel County) is recruiting for a New Products and Research Team Leader (Transportation Engineer V) position. This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill the current vacancy and may be used to fill future vacancies in this classification in the Office of Materials Technology (Anne Arundel County).

This position will be responsible for program management of a highly technical area for New Products & Research Team. The Team consists of at least one permanent and two or more consultant staff or interns. The team leader reviews work and manages team operations by applying management techniques, engineering principles, policies and standards to a variety of efforts related to review and approval of new/existing material products, qualified product evaluations, lead or support material research, experimental features, MDOT's participation in FHWA's Long-Term Performance Program and OMT Internship Programs.


Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Five years experience in professional engineering.

Selective Qualification: Two and a half (2 ½) years of engineering experience related to materials research and/or evaluation of new materials and technology in the field of transportation.

*A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill, or ability).

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience.

3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.

Preferred Qualifications:
• Bachelor's degree in Materials Science and Engineering
• Ability to communicate with external customers such as University professors, engineering experts, contractors, suppliers of products on behalf of all SHA offices and technical areas.
• Ability to establish and maintain effective working relationships with other employees, material suppliers, contractors, and public
• Ability to review and comment technical material such as research reports
• Ability to communicate effectively with individuals and in a team setting and at an office level.
• Knowledge of materials engineering principles, practices and methods
• Knowledge of management principles, practices and methods including contract management
• Knowledge of computers and ability to communicate engineering business needs with computer programmers
• Ability to track information, ensure task completion and provide excellence in customer service to many external and internal stakeholder
• Ability to perform performance appraisal, train, and perform other supervisory duties with a diverse team.

The incumbent in this position may be a member of a covered bargaining unit and may be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
