Access Management Coordinator – Associate in Engineering 2

We are recruiting for an access management coordinator to join our Region 2 Planning and Development Review Unit in Salem. This position evaluates traffic and transportation impacts presented to the state system by proposed developments, changes in local comprehensive plans, and proposed transportation improvement projects.

Duties & Responsibilities:
- Conduct field investigations for access management and development review.
- Participate in region review committee sessions and administrative hearings.
- Develop findings for access requests.
- Assist with developing intergovernmental agreements and standardized formats for various correspondences.
- Review and recommend mitigation measures related to traffic-impact studies for proposed developments, land use actions, and zone-changes.
- Provide technical assistance and make recommendations to district staff in evaluating access requests.
- Assist the region, district, local agencies, private engineering firms, the public, and other stakeholders on matters of access management.
- Advise on matters of traffic control devices, signal placement and operation, access management, use of channelization and median control, bicycle facilities, pedestrian access and the need for traffic circulation improvements and parallel streets.
- Present technical issues related to traffic and access management in meetings with property owners, developers, city councils, elected officials, and other stakeholders.
- Provide access management expertise on project teams.
- Assist in developing access management strategies and plans for ODOT projects.
- Conduct and coordinate research and data collection for the access management sub-team process.
- Assist in developing a process and an organizational structure to review development proposals effectively.
Completion of and passing score on the Fundamentals of Engineering (FE) exam and one year of experience applying professional engineering theory, principles and methods.
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

- Experience collecting data and summarizing your findings in technical reports.
- Experience and knowledge related to access management, permitting, and interpreting and implementing administrative rules and policies.
- Excellent communication skills including the ability to be collaborative and customer focused with preference given to experience working with local agency staff or other external customers on land development or development review issues.
- Proficiency in and experience using Microsoft Word, Excel, PowerPoint, Outlook, and specialty database or other software relevant to this position.
- Work is primarily performed in a typical office environment with extended use of computers required during computer analysis phases of projects.
- Occasional regional travel and field work required.
- Field work may involve exposure to hazards of traffic and construction equipment, inclement weather, and walking on rough terrain or uneven slopes, stooping or bending around structures or equipment or climbing up/down ladders or equipment.
- This position interacts with applicants, developers or their representatives, and other stakeholders who may be emotionally charged at times.
- Overtime and/or working hours outside of normal schedule including evenings and weekends may be required due to inclement weather, traffic conditions, and/or emergencies.
