Duration of Employment: Management Supervisory Service (MSS) At-Will. At-Will employment applies to the Management Supervisory Service (MSS). All position and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
The position will serve as the Deputy for the Associate Director of Traffic Engineering and Signals Division (TESD) within the Project Delivery office with responsibility for leading the Traffic Signal Branch. The Branch is responsible for leadership and direction in planning, designing and constructing District of Columbia’s transportation assets and infrastructure for the safe and efficient movement of multi-modal traffic. The position will serve as a technical authority, expert and advisor on provision of safe, efficient, and effective transportation operations services; and assist with coordinating and managing the completion of specialized multi-year programs and projects that involve the conceptual development, design and management of traffic control measures in compliance with governing guidelines including but not limited to congressional enactments, U.S. Department of Transportation, Federal Highway Administration, D.C. Government regulations etc.
The position is responsible for independently designing, planning, carrying out assignment and assists with managing the staff in the completion of engineering and related traffic operation projects, studies and programs. The Traffic Signal Branch Manager is also responsible for representing the agency in legal proceedings such as depositions and court testimony related to claims and lawsuits.
Professional knowledge and extensive experience of:
•the engineering principles, practices, and techniques, primarily in the areas of traffic engineering, transportation management, and traffic signal systems;
•policies, standards, codes, and regulations relevant to oversight and management of engineering programs and projects;
•project management principles as required to provide authoritative and expert technical advice and guidance on complex traffic management programs and projects; and
•Federal and District regulations, codes, and standards.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Licensures, Certifications and other requirements
Valid licensure as a Professional Engineer (PE) is required and must be maintained. Professional Traffic Operations Engineer (PTOE) certification is desirable.
Bachelor's Degree in Engineering or related field of study is required. Master’s degree is desirable.
Mastery of professional knowledge of and experience in the application of engineering principles, practices and techniques; primarily in the area of transportation engineering, traffic management, and Intelligent Transportation Systems.
Demonstrated expertise and professional experience managing complex transportation and traffic management programs/projects in an urban setting; managing multiple complex multi-million dollar projects simultaneously; and transportation projects from inception to conclusion.
Demonstrated expertise in contract administration and management of large transportation contracts and managing contractors responsible for the work.
Demonstrated ability to compose correspondence and effectively communicate, with diverse audiences at various organizational levels, both orally and in writing. Ability to prepare and present pertinent information, complex controversial and safety-sensitive information, and make proposals to a variety of individuals. Demonstrated knowledge of public relations techniques sufficient to effectively represent DDOT and explain program objectives and issues at conferences, meetings and consultations with agency managers, employee groups, and special interest groups.
Experience in providing leadership in a supervisory capacity and team-based environment, and in securing the support and cooperation of the subordinate staff and ability to accomplish work through others.
The work is primarily sedentary with intermittent periods of bending, standing, walking. The work is normally performed at a desk in an office environment. Incumbent will be required to attend occasional night and weekend events and meetings.
