Duration of Appointment: Management Supervisory Service (MSS) At-Will. At-Will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

INTRODUCTION

This position is located in the District Department of Transportation (DDOT), Traffic Engineering and Signals Division (TESD) with responsibility for leading the Traffic Signal Design team. The Signal Design team is responsible for planning, designing and assisting in the construction of traffic signals and other traffic control devices for the safe and efficient movement of multi-modal traffic in the District. This position provides supervision and leadership to a multi-disciplinary team, including signal engineers and technicians, who are ensuring compliance with local and federal regulations.

Brief Description

The incumbent must exercise resourcefulness and initiative in using different approaches in handling various situations that affect the design and implementation of traffic engineering and signal projects. This position supervises professionals and field personnel, including selecting, training, motivating and evaluating staff to maximize professional development and productivity. As a technical authority, the incumbent is given wide latitude to independently lead, direct and manage projects.

This position supports the Program Manager with strategic planning techniques and effective project management; preparing comprehensive project plans and schedules in line with standard capital improvement methods, practices, and processes; identifying stakeholder concerns, community interests, public utility company concerns and information received from other agencies; leading public and community meetings with Advisory Neighborhood Commissions, the media, Civic Associations, and other special interest/community groups to communicate the status of project.

Qualifications

•Expert knowledge of FHWA and AASHTO standards, specifications, principles, and guidelines for federal and local traffic engineering design and construction projects and serve as a technical expert;
•Experience in managing projects which involve traffic signal design and construction, urban street reconstruction and streetscape improvements;
•Knowledge of procurement regulations and procedures, capital funding and improvement processes, and capital and appropriated budgeting methodologies;
•Demonstrated analytical, evaluative, and research expertise, sufficient to successfully resolve complex business and technical problems through negotiation, which are compliant with governing guidelines and standards and established timeframes.
•Excellent oral and written communication skills sufficient to develop, prepare, and present papers, project briefings, proposals, and other information to agency executives, community groups, and other interested parties and the general public involving complex, controversial, or sensitive traffic engineering issues.

Licensures, Certifications and Other Requirements
Professional Engineer (PE) licensure is required. The incumbent of this position must possess and maintain a valid motor vehicle operator’s permit. Certification as a Professional Traffic Operations Engineer (PTOE) is preferred.

This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to D.C. Act 15-620.

Education
Bachelor's or higher degree in Engineering, Architecture, or other closely related major field of study required from an accredited college or university.

Work Experience
A minimum of five (5) years of experience applying engineering principles, practices, and techniques or an equivalent combination of nine (9) years of education, training, and experience sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform as a Supervisory Civil Engineer.

Preferred Experience
Experience with MicroStation, Synchro, MS Office, and MS Project. Team player, strong communicator, conflict resolver, problem solver, and finisher.

Work Environment
The work is primarily sedentary with intermittent periods of bending, standing, walking. The work is normally performed at a desk in an office environment. The incumbent will be required to attend occasional night and weekend events and meetings.
