Under the direction of the Director of Engineering, the Supervising Traffic Engineer supervises the Neighborhood Traffic Safety unit within the Boston Transportation Department’s Traffic Management & Engineering Division and manages traffic engineering design consultant and data collection contracts.
Essential duties and responsibilities include, but not limited to the following:
•Performs and supervises technical traffic engineering activities necessary to develop traffic engineering plans, technical reports and recommendations to address operational and safety issues at priority locations.
•Manages the design, layout and installation of traffic control devices.
•Responds to documented traffic safety concerns; conducts traffic safety and operational engineering studies and analysis; participates in road safety audits; assigns and reviews the work of assigned staff.
•Implements transportation system improvements to accommodate all users consistent with the City's long term mobility plan.
•Prepares complex reports, analysis and recommendations to the Director on various traffic engineering and management matters.
•Provides technical guidance, detailed design review and works with various partnering agencies to ensure projects undertaken conform to City, State and Federal traffic engineering standards, guidelines and policies.
•Responsible for the determination of the Department’s traffic and parking regulations and pavement marking plans, and serves as the Division’s representative for parking management initiatives.
•Attends public meetings as representative of the Department and works with neighborhood groups to improve traffic flow, transportation safety, and parking throughout the City.
•Reviews and responds to constituent requests in a timely and professional manner.
•Perform related work as required.
WORK SCHEDULE: MONDAY – FRIDAY 9:00 am – 5:00 pm
Required to work all emergencies as directed by the Commissioner or designee.
Minimum Entrance Qualifications:
Five (5) years of full time, or equivalent part-time, traffic engineering experience, including experience in successfully completing traffic engineering projects such as: sign & pavement marking plans, traffic impact studies, safety studies, pedestrian and bicycle facility projects, complete streets design projects, traffic operations analysis, and/or intersection design project, of which two (2) years must have been in a supervisory capacity. Additional supervisory experience strongly preferred.
A Massachusetts Professional Engineer’s license is highly desired and preferred.
A bachelor’s degree in Civil Engineering is highly preferred and may be substituted for two (2) years of the required traffic engineering experience. Supervisory experience may not be substituted.
Demonstrated knowledge of the MUTCD, HCM, AASHTO, and Complete Streets guidelines as well as experience with Synchro, SimTraffic, and AutoCAD software packages.
Considerable ability to plan, schedule, supervise, and review work of subordinate personnel.
Working ability to prepare clear and concise reports, to communicate effectively both orally and in writing, to maintain harmonious relationships with co-workers, vendors, and members of the public.
Ability to establish and maintain effective working relationships and to exercise sound independent judgment in planning, directing, and coordinating projects.
Ability to identify, plan, and prioritize job responsibilities and tasks and determine and implement project timelines.
Ability to exercise good judgment and focus on detail as required by the job.
Must have and maintain a current Massachusetts driver’s license.
BOSTON RESIDENCY REQUIRED. Must be a Boston Resident first day of hire.
