Transportation Planner

Job Description
• The Office of Transportation Operations Management at DVRPC focuses on Transportation Systems Management and Operations (TSM&O) planning efforts to improve the operational efficiency of the region's transportation system, providing reliability, mobility, and safety for people and goods. TSM&O strategies focus on lower cost operational and multimodal approaches that are coordinated between technologies and agencies to make better use of existing transportation facilities. This unit facilitates regional coordination and collaboration with other transportation agencies and emergency responders from throughout the Delaware Valley.

• This transportation planning position will be responsible for helping to implement the methodology, and results of TSM&O plans; assisting in the development of long-range plans; advancing traffic incident management, emergency management, and traffic operations programs; identifying and tracking trends and assisting in performance measure initiatives; and planning for the deployment of Intelligent Transportation Systems (ITS) in the 9-county greater Philadelphia region.

• The position requires collaboration with public agencies, private sector organizations, and decision-makers on project teams. Work is performed in accordance with general agency policies and professional standards with results subject to review by the Manager, Office of Transportation Operations Management.

Responsibilities
• Participate in the development and selection of methodology for individual transportation projects, including detailed specification of the problem, data to be collected and analyzed, interpretation of results, and the development of conclusions and recommendations for project implementation.
• Use planning and engineering computer software such as geographic information system (GIS) software, traffic simulation software, and other techniques to support traffic operations programs at member agencies, and develop regional policies.
• Specify data requirements, build databases, construct special applications, analyze results, and develop performance measures for operations projects.
• Write reports with visually dynamic supporting material. Present results to appropriate agencies, technical committees, and the public.
• Coordinate TSM&O initiatives through Intelligent Transportation Systems, traffic incident management, traffic and transit management, goods movement, safety, and congestion management activities.
• Assist in the coordination of traffic incident management task forces and programs. • Assist in the implementation and maintenance of DVRPC’s Regional Integrated Multimodal Information Sharing System (RIMIS) and use the data to develop and monitor performance measures.
• Conduct field views of project locations to compile an inventory of existing physical and operating conditions.
• Conduct outreach and provide project coordination services and technical assistance to member governments, consultants, and transportation operators.
• Perform related work as required.

Qualifications
• Considerable knowledge of the principles, practices and objectives of transportation planning and/or transportation engineering. Previous experience with transportation operations is strongly preferred.
• Solid background or training in quantitative analysis, with strong database management skills in Access or Oracle. Expertise with G Suite, Microsoft Excel, Word, PowerPoint, Adobe Illustrator and InDesign, and a high level of proficiency with GIS. Knowledge of applicable traffic analysis and traffic simulation software (Synchro) is preferred. Experience in conducting field surveys and data analysis.
• Excellent communication skills with attention to detail, and the ability to present results of research effectively in oral, written, and graphic form.
• Superior time management and organizational skills, and personal initiative with the ability to proactively learn about new concepts and techniques, and work both independently and in a team environment.
• Ability to establish and maintain effective working relationships with associates, planning partners, and the general public, and facilitate dialogue among a diverse group of stakeholders.

Experience & Training
To classify as a Level RA II, a minimum of three years of professional experience in transportation planning or engineering is required. Such experience may have been gained from a combination of experience and training. Training may have been gained through graduation from an accredited four-year college or university. A Master’s degree or a full year of intern or co-operative education experience can be substituted for one year of experience.
