Civil Engineer/Construction Engineer (Equivalent to a State Construction Engineer)

This position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Division (IPMD). The purpose of this position is to serve as Construction Engineer for the District Department of Transportation.
This position will manage all aspects of Construction Engineering including but not limited to developing and reviewing construction specifications, constructability reviews, schedule reviews, risk assessment, managing design and construction standards, performing independent estimates based upon equipment, labor and material requirements, market conditions, and stakeholder’s coordination. Additionally, this position will be responsible for managing and facilitating edits or updates to the DDOT standards including but not limited to the Design and Engineering Manual, Construction Management Manual, Standard Specifications for Highways and Structures, and CADD Standards. This position will also be responsible for facilitating process improvements related to construction as well as opportunities to improve construction quality.
Knowledge of civil engineering theories, principles, practices and techniques, as well as pertinent laws, regulations, standards related to assigned projects for the oversight and management of programs, policies, and business practices used in initiating, designing, and construction management of engineering projects.
Knowledge of the construction engineering processes and DOT level experience for transportation infrastructure projects. Expert knowledge of construction engineering and estimating techniques for evaluating labor and material requirements and market factors for transportation projects is essential. Knowledge of professional engineering standards, practices, policies, and guidelines in order to provide advice regarding options to higher level engineers, managers and assist in major decisions regarding changes, progress, and necessary negotiations. Knowledge of the physical sciences and mathematics underlying engineering and related specializations.
Ability to operate a variety of computer software programs, i.e., Primavera P6, word processing, messaging systems, presentation software, spreadsheets, and access and utilizing web-based applications. May teach subordinates advanced techniques in software usage regarding project management and cost analysis.
Licensures, Certifications and other requirements
Professional Engineer License (PE) required. Failure to obtain and maintain such certification will result in termination of employment.
The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
A valid driver's license with an acceptable driving record may be required.
Bachelor's Degree in Civil Engineering, Architecture, or other appropriately related fields.
At least fifteen (15) years of engineering experience with at least 5 years of field construction engineering experience as a construction management consultant or as a construction contractor’s Project Engineer or Project Manager.
Majority of the work is in an office setting; however, during field visits the incumbent must be able to move around construction sites, involving horizontal and vertical travel on unfinished surfaces, inclement weather conditions and noisy work areas.
