RECRUITMENT: The State Highway Administration Office of CHART & ITS Development (Baltimore County) is recruiting for a Division Chief (Administrator VII) position for the Communications Division. This recruitment is open to anyone who meets the preferred qualifications* listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority).

NATURE OF WORK: This position serves as the Division Chief for the Office of CHART's Communication Division. The primary duties of this position include strategic planning, budgeting, management and supervision of the CHART statewide Intelligent Transportation Systems, Statewide Emergency Radio Communications System, and Statewide Telephone Systems. This position will also oversee asset management, statewide procurement, and contracts for the Communications Division. The selected individual will serve on various committees, to include but not limited to, Statewide Interoperability Executive Committee, Region 20 Federal Communications Commission, SHA Homeland Security Council, and CHART Board.
EDUCATION: A Bachelor's degree from an accredited college or university.
EXPERIENCE: Six (6) years of experience in administrative or professional work. Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures. Three (3) years' experience dealing with Mobile data devices, wireless communications, and operations of fiber optic cabling.
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
This position is considered essential; the employee is on-call 24/7/365 and must be able to be contacted at all times.

LICENSES & CERTIFICATIONS:
Possession of a motor vehicle operator's license valid in the state of Maryland with fewer than four (4) points.
