Additional Details:

  • Limited Duration: This is a limited duration appointment that is expected to end on or before 11/30/2019.  Limited duration appointments are benefits eligible with a designated maximum length of service.  For limited duration candidates only, this position has the possibility of becoming permanent.
  • Job Rotation/Developmental: We may also fill this position as a rotational/developmental assignment open to current ODOT employees in permanent positions and in good standing (limited duration and temporary employees not eligible).  Rotation/development candidates are not required to meet the position's minimum qualifications.
  • Representation: This position is represented by the Association of Engineering Employees of Oregon (AEE). 

Duties & Responsibilities:

  • Prepare and manage master work plan for portfolio of assigned projects.
  • Evaluate assigned projects for quality standards and performance.
  • Monitor and evaluate team progress on decisions, tasks and deliverables to keep project scope, schedule and budget on track.
  • Track assigned projects compliance with policies, statutes, rules, permit conditions and local ordinances.
  • Negotiate exceptions to regulations through the appropriate process.
  • Consult with technical resources to guide project decisions.
  • Evaluate team processes and define project meeting structure and content.
  • Develop and implement project strategies, work plans, team engagement and communication plans.
  • Ensure project team member accountability for their task deadline of deliverables and negotiate schedules with technical resource managers.
  • Identify, negotiate, and document project budget revisions.
  • Provide oversight to local government agencies and consultants.
  • Negotiate scope of work, contract details, level of effort, and provide notice to proceed upon contract execution.
  • Administer contracts, approve invoices for payment and evaluate consultant performance.
  • Collaborate with managers to facilitate resolution of disputes and claims with contractors.

NOTE: Internal Rotational/Developmental candidates do not have to meet minimum qualifications. 
Minimum Qualifications:
You will need:

  • A bachelor's degree in construction management, business administration, public administration, architecture, planning or engineering AND three years of progressively responsible experience related to the class series concept; OR
  • An associate degree (or comparable course work) in architectural, construction or engineering technology; AND four and one-half years of progressively responsible experience related to the class series concept; OR
  • Six years of progressively responsible experience related to the class series concept.

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

  • Refined project management skills
  • Excellent communication skills.
  • Highly detail oriented.
  • Experience in leading teams in a non-supervisory/managerial role.
  • Experience in developing statements of work and/or contracts.

Working Conditions:

  • Work is performed primarily in an office environment with varied and extensive computer use.
  • Workload frequently involves competing deadlines and tight time schedules, which may require extended hours, including evenings to attend public meetings.
  • Travel is regularly required within the region and statewide travel is occasionally required.
  • Duties involve frequent contact with elected officials, media, and the public in meetings and settings that may be stressful or emotionally charged.
  • Occasional field work may involve exposure to extreme traffic hazards, construction equipment, inclement weather conditions, and walking on rough terrain, stooping and bending around structures or equipment and may work 20 feet or more above ground and/or water.
