EXAMPLES OF WORK:
Metropolitan Planning Organizations (MPOs) Liaison and Management: Manage and foster relationships, business processes and financial programs with the 4 Nebraska MPOs. Assure coordination with MPOs, Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) on various planning activities. Coordinate and provide guidance to the MPOs on development and maintenance of their individual Long Range Transportation Plans (LRTPs) and Transportation Improvement Plans (TIPs). Assist MPOs on coordination with NDOT and Federal resources to produce these documents. Assure coordination and consistency with the NDOT's LRTP and Statewide Transportation Improvement Plans (STIP). Assure proper coordination with Local Projects section and Program Management Division and Federal agencies to verify financial constraint on their TIPs. Assist with development and monitoring of performance measures which monitor progress on various programs and schedules. Future NDOT Planning (TIP/STIP, LRTP): Develop, implement, manage, update, maintain and provide leadership on the NDOT's 20 year strategic LRTP and all associated programs. This will include identification of needed resources, including procurement and management of external consultants to perform work. Statewide & MPO Planning Work Program (SPR & PL Funds): Supervise and manage staff resources to manage the development of NDOT's Unified Planning Work Program (UPWP) and associated SPR funding. Coordinate and manage development with the MPOs on their UPWP and associated PL funding. Assure coordination between the NDOT & MPOs UPWPs. Comprehensive Plan Assistance program & Congestion Mitigation & Air Quality (CMAQ) program: Coordinate and oversee federal funding program which provides financial and technical assistance to non-MPO sized Nebraska communities to help development of comprehensive plans for their areas. Administer agreements with Local Projects section. Coordinate and oversee federal funding for CMAQ. Assure projects meet NDOT guidelines. Other Duties: Manage Bike/Pedestrian program. Develop grant applications as needed. May involve occasional overnight travel.
QUALIFICATIONS / REQUIREMENTS:
REQUIREMENTS: Bachelor’s degree in business or public administration, engineering, construction management, statistics, or planning (such as transportation or regional) and two years of experience either in urban, regional, or statewide planning, or in grant or financial management, which includes at least one year of supervisory or management experience in the areas listed above. Additional experience as described above may substitute for the required education on a year-for-year or equivalent basis.
PREFERRED: Master’s degree in Urban & Regional Planning with emphasis in Transportation or related transportation field. American Institute of Certified Planners (AICP) certification. Five or more years of experience in transportation planning or related. Two years or more experience of supervisory duties. Previous experience in oversight of federal funding programs.
OTHER: Valid driver's license or ability to provide independent authorized transportation is required. May involve occasional overnight travel. Regular and reliable attendance is required.

Working knowledge of Nebraska Department of Transportation (NDOT) business practices. Ability to work with management to develop, monitor, and maintain performance measures. Effective management and leadership abilities including strong delegation, coaching, and training and development skills. Strong organizational skills. Strong verbal and oral communication skills and the ability to effectively develop and maintain internal and external professional relationships. Ability to effectively represent NDOT with the public and in external meetings.
