ITD is hiring for a Technical Engineer 2 located at our headquarters office in Boise. This Technical Engineer 2 position will serve as a statewide subject matter resource for Design and Traffic Services. The incumbent will provide statewide support towards safe, economical, and efficient design, construction, and operations on Idaho's highway systems. The incumbent will act as ITD Design/Traffic Services (DTS) liaison and engage with District offices in their efforts with project development, quality, and delivery goals. The incumbent will perform quality assurance and programmatic reviews of DTS functions in alignment with the ITD/FHWA Stewardship Agreement.

The successful candidate will have superior time management skills, be a self-starter and have the ability to work well with others of differing viewpoints.

Some travel required.

Engineering Responsibilities:

Design/Traffic Subject Matter Resource (35%)

Statewide subject matter consultative resource on the identified Focus Areas.
Develop & maintain Design/Traffic programs, manuals & procedures, and std. drawings/details/specifications.
Coordinate with FHWA on Design/Traffic issues.
Consultant submittal evaluations (qualifications, proposals, studies, design submittals, etc.).
ITD representative on national/regional Design/Traffic related committees, meetings, groups. Highway safety benefit-cost analysis.

DTS District Liaison (25%)

Primary DTS liaison between HQ and assigned District Office(s).
In addition to the identified Focus Area, provide general DTS engineering support to assigned District Office(s).
Engage with Districts on project development quality and delivery goals.

Quality Assurance (20%)

Perform Quality Assurance reviews on ITD/ACHD/LHTAC/Local projects.
Perform programmatic reviews of ITD Design/Traffic processes.

Training (10%)

Identify training needs.
Develop Design/Traffic & Standards training curriculum and deliver training to ITD staff.

Other (10%)

Coordinate statewide Design/Traffic meetings as needed.
Manage Design/Traffic & Standards related research projects.
Multi-tasking concurrent reviews and questions on multiple projects.
Respond to DTS requests (surveys, requests for information, vendor questions, etc.)
Roadside Safety Audits/Assessments

Minimum Qualifications (Licensure and Experience):

Licensed in Idaho as a Professional Engineer (PE), or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12; Valid Drivers license.
Coordinating with state and local government operations in a specialty area;
Evaluating engineering projects and making decisions relative to their merit;
Writing engineering reports and related correspondence;
Reviewing and critiquing engineering analyses;
Making oral presentations to groups, relative to the merits of engineering applications.

Desired Qualifications:

BS Degree in Civil Engineering.
Registered PE in Idaho with a minimum 3 years post-licensure experience with a demonstrated background in the identified Focus Areas.
Proficient in CADD (MicroStation).
Transportation analysis software & modeling software experience desirable (HCS, Synchro, Vissim, etc.).
Willing to travel periodically.
Familiarity with AASHTO, FHWA, ITD Design and Traffic Guides (e.g., Green Book, MUTCD, Roadside Design Guide, ITD Design & Traffic Manuals, Highway Capacity Analysis) desirable.
Familiarity with ITD project development process desirable.
