This Transportation Engineer Manager reports directly to the MPD Division Director. Primary responsibilities include managing and providing oversight for funding opportunities as presented by the US Department of Transportation and others. Responsibilities also include grant proposal generation process by coordinating with key staff to produce and submit compelling high-quality proposals that can obtain significant financial support for transportation priorities. Prepare narratives in addition to supporting graphics and project illustrations, Benefit/Cost Analysis (CA), and any additional related technical analysis associated with the grant requirements. Create schematic concepts of proposed improvements that will demonstrate the use of innovation, support economic vitality, and leverage federal funding from multiple agency and private resources to support the projects. Other duties for this position include advising the Division Director and State Engineer, planning, organizing, and evaluating the new opportunities.

Knowledge of:
•Civil engineering principles and their application to plans, specifications and estimates, highway design, traffic engineering, construction and maintenance as demonstrated by registration as a Civil Engineer in the state of Arizona
•ADOT's project management and program development processes, including but not limited to contract and procurement procedures
•Organizational and operational procedures of ADOT and State government including budgetary, legislative, contracting, personnel and procurement processes, and their responsibilities and authority of various agencies in State Government
•Federal and State highway programs and associated processes and applicable laws, regulations, standards and specifications related to project design and construction

Skills in:
•Written and verbal communication, including ability to prepare technical reports and make presentations
•Interpersonal relationships
•Listening and working with public and constituents corroboratively to develop creative solutions to address concerns and issues
•Organization and Project Management

Ability to:
•Accomplish the Division mission with the allocated resources
•Communicate effectively
•Problem solves complex issues
•Must know or be capable of identifying ADOT's technical logical needs with the knowledge of information technologies with the ability to anticipate and understand, as much as possible, public and constituents concerns

Preferred Requirements:
·Progressively responsible experience leading and managing major projects and programs
·Bachelors degree in Civil Engineering or related Engineering field
·Business Management Degree

Requirements for Position:
Must be a registered Professional Civil Engineer in the State of Arizona or eligible for reciprocity.
