Duties & Responsibilities:
- Prepare and manage master work plan for portfolio of assigned projects.
- Provide oversight to local government agencies and consultants in the development and delivery of state or federally funded transportation projects by local agencies.
- Develop and implement stakeholder project and communication strategies, work plans and engagement activities.
- Monitor and evaluate project progress on decisions, tasks and deliverables to keep project scope, schedule and budget on track.
- Monitor assigned projects for quality, compliance with policies, statutes, rules, permit conditions and local ordinances.
- Consult with technical resources to guide project decisions.
- Evaluate team processes and define project team meeting structure and content.
- Coordinate project scoping and determine scoping methods and approaches for each project.
- Identify, negotiate, and document project budget revisions.
- Negotiate scope of work, contract details, level of effort, and provide notice to proceed upon contract execution.
- Ensure project team member accountability for their task deadline of deliverables and negotiate schedules with technical resource managers.
- Lead the consultant selection process, administer contracts, approve invoices for payment and evaluate consultant performance.
- Collaborate with managers to facilitate resolution of disputes and claims with contractors.
You will need:
- A bachelor's degree in construction management, business administration, public administration, architecture, planning or engineering AND three years of progressively responsible experience related to the class series concept; OR
- An associate degree (or comparable course work) in architectural, construction or engineering technology; AND four and one-half years of progressively responsible experience related to the class series concept; OR
- Six years of progressively responsible experience related to the class series concept.

Driving is an essential function of this position. A valid driver license, an acceptable driving record and the ability to drive are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

- Excellent verbal and written communication skills.
- Experience in managing and delivering projects involving state, federal and local regulations, policies and procedures.
- Experience leading teams in a non-supervisory/managerial role.
- Work is performed primarily in an office environment with varied and extensive computer use.
- Workload frequently involves competing deadlines and tight time schedules, which may require extended hours including evenings to attend public meetings.
- Travel is regularly required within the region and statewide travel is occasionally required.
- Duties involve frequent contact with elected officials, media, and the public in meetings and settings that may be stressful or emotionally charged.
- Occasional field work may involve exposure to extreme traffic hazards, construction equipment, inclement weather conditions, and walking on rough terrain, stooping and bending around structures or equipment and may work 20 feet or more above ground and/or water.
