The Maryland Department Of Transportation State Highway Administration Office of Highway Development (Baltimore City) is recruiting for a TE IV (Transportation Engineer IV) position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. All eligible candidates must meet the minimum and selective qualifications by the closing date. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Highway Development (Baltimore City).
The position performs an intermediate level of Project Management an or Engineering Design of significant facility design projects. This position is in the Innovative Contracting Division's Facilities Design Team and is performed under the general supervision of a Team Leader. Working with engineers and technicians, this position will complete all engineering functions necessary to prepare facilities construction plans, specifications, and cost estimates. It will function as Project Design Engineer or Project Manager, with guidance from a senior level engineer or Team Leader, on facilities design projects; such as HVAC replacements, or Salt Dome replacement projects. Specific duties include, but are not limited to, the preparation and review of cost estimates, developing and maintaining design schedules, coordinating with Federal, State, and local agencies, administrative duties, and interpreting and administering the Administration's policies and procedures to develop contract documents.
EDUCATION: Possession of a bachelor's degree in engineering from an accredited college or university.
EXPERIENCE: Four (4) years experience in professional engineering.
SELECTIVE QUALIFICATION: Four (4) years of experience in design or project management for office, commercial, or industrial facilities

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a Master's Degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a State with comparable requirements, are considered to have met the education requirements.
PREFERRED QUALIFICATIONS: The ideal candidate should have the working knowledge of the standard process for facilities project from planning through construction completion., should be able to manage multiple concurrent projects of varying degrees of size and complexity. This ideal candidate should be proficient in the development or review of cost estimates and completing bid analysis; development of design schedules for multiple projects; familiar with knowledge of building design and associated codes and requirements. Understanding of the required permits, commissioning, utility coordination, survey site development, fire and safety systems, HVAC, space planning, and sustainable/LEED design. Idea. candidate should all have excellent communication skills – written or oral – and excellent negotiation skills. Will be proficient will office software applications as well as CADD. The candidate may have Bachelor of Science degree in Civil Engineering, Mechanical Engineering, or Electrical Engineering.
