Salary Range:  $110,621.00 - $154,869.00

Tour of Duty:  Monday to Friday; 8:15AM to 4:45PM

Duration of Employment:  This position is a 2-Year Term Appointment, with a Not-to-Exceed Date.  Management Supervisory Service (MSS) At-Will.  At-Will employment applies to the Management Supervisory Service (MSS).  All position and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.



This position is located in the District Department of Transportation (DDOT), Transportation Operations Administration (TOA), City-Wide Program Support Division. The incumbent serves as Chief of the City-Wide Program Support Division with overall responsibility for the effective and efficient management and operation of the District of Columbia City-Wide Streetlight and oversight of the proposed public - private partnership (P3) for the District Streetlight Assets.


The incumbent works under the general direction of the Chief Operations Officer who establishes overall policies, objectives and together with the Incumbent set priorities for the division. Work review is in terms of overall effectiveness in managing staff and resources; revenue generated, schedule of service met, level of customer satisfaction, fulfilling contractual/fiscal requirements, obligations, and/or deliverables; coordination of multiple individual/group interests contract management; and fiscal management of grants and allocations.



Provides expert and authoritative interpretation of pertinent policies, laws and/or legislation as required to ensure compliance with all laws and regulations which govern streetlight systems.

Develops new and evaluates proposed long and short-range plans, trends and proposals relative to the overall strategic goals of the system.

Provides leadership, direction and strategic problem solving expertise pertinent to the policy and budget development, and critical contracting administration and execution issues.

Oversees the development, administration and monitoring of appropriated and federal budgets and contracts.  Establishes project deliverables and applies approved operational deviations and innovative contracting procedures to enhance successful project completions.

Secures commitments from each agency, stakeholders, public utility companies, and contractors; involved  in project completion; initiates the development of all required agreements and leads contract and other negotiations on behalf of the agency.

Directs the drafting of consultant agreements, contract modifications, scopes of work and payments, and fee negotiations.

Approves final contract plans, specifications and cost estimates for completeness and clarify of details and conformance with accepted design and construction practices for authorization of construction by the appropriate official.

 Oversees and monitors contractors utilized to ensure compliance with all governing guidelines.


Licensures, Certifications and other requirements

Bachelors of Science Degree in Electrical or Civil Engineering is preferred.

Incumbent must possess a valid driver’s license.  This position maybe subject to criminal background checks and/or driving records checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.


Work Experience

Eight (8) or more years of progressively responsible supervisory and management experience in traffic engineering and/or streetlights asset management.
