Division Utilities Engineer
JOB CLASS TITLE: Engineer POSITION NUMBER: 60016819 DEPARTMENT: Dept. of Transportation DIVISION/SECTION: Division 2/Project Development Unit SALARY RANGE: $43,030.00 - $111,307.00 Annually SALARY GRADE / SALARY GRADE EQUIVALENT: 78 Equivalent COMPETENCY LEVEL: Advanced APPOINTMENT TYPE: Permanent Full-Time WORK LOCATION: Pitt County OPENING DATE: 06/12/17 CLOSING DATE: 06/30/17 5:00 PM Eastern Time The primary purpose of this position is to facilitate and manage the relocation, adjustment, removal, and addition of utilities along NCDOT highways and rights of way to maintain the integrity, mobility, and safety of the highway system for its users for the Division 2 Division Managed Program. This consists of managing projects and engineering resources in support of engineering design activities and schedules for NCDOT projects. This position makes critical recommendations and represents the Division Project Development Engineer & Division Construction Engineer in presenting these decisions. In addition, it performs the final review of the utility analysis and routing reports, utility relocation plans and special provisions, project estimates, and cost responsibility determinations. It establishes and maintains effective working relationships with all other associated state units and departments, utility owners, and the general public to ensure the successful completion of the project. It provides technical expertise and makes recommendations in the continued support of the Division during project construction. KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES: Qualified applicants must submit an application that clearly reflects work experience that demonstrates the following: •Experience in developing utility relocation strategies and providing coordination and relocation services to accomplish removal, relocation, and modification of utility facilities (water, sewer, gas, electric, telecommunication, etc.) impacted by highway improvement projects including the development of Utility Relocation Agreements and acquiring Encroachment Agreements from utility owners. •Working knowledge of all policies, regulations, and engineering standards set forth by the Federal Highway Administration, the Department of Transportation, Division of Highways, the North Carolina General Statutes related to utility relocations. •Knowledge in innovative construction methods while adhering to all environmental regulations and roadway design standards. •Working knowledge of Civil Engineering particularly in fluid mechanics, water resources, highway design, soil mechanics, and statics. •Experience in planning and coordinating project work, and the ability to negotiate and develop contract documents for highway projects, for engineering services, and for utility owner agreements. Additional Expectations: The applicant should have an intermediate ability to use computers for office work (MS Word, Excel, Access, SAP) and CADD (Microstation, GEOPAK). A working knowledge of NCDOT policies for accommodating utilities and NCDEQ regulations for water and sewer design is needed. Travel to field sites for meetings and investigations with occasional overnight travel is required. The position requires the ability to train and provide technical assistance to other employees, give clear instructions and directions to employees, utility company personnel, consultants and DOT staff concerning utility/highway matters. Preference will be given to the candidates who hold Registration as a Professional Engineer by the North Carolina State Board of Professional Engineers and Land Surveyors. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor's degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience some positions may require licensure by the North Carolina board of examiners for engineers and surveyors. All degrees must be received from appropriately accredited institutions.
