WSDOT is excited to announce an opportunity for an innovative transportation leader for the Office of Multi-Modal Transportation Development and Delivery. Reporting to the Deputy Secretary of the Department of Transportation, this position provides direction and dynamic support to a large and diverse office that includes approximately 800 of the agency’s 6800 employees. Multi-Modal Transportation Development and Delivery (M2D2) will set the stage for future generations by creating the foundation of a sustainable transportation system using practical solutions and innovative approaches through integrating smart growth policy.
This position provides day-to-day oversight, direction, and policy support to Division and Modal Directors and serves as a part of the agency’s executive management team. This includes serving as the lead executive for an office that develops programs to guide practical solutions implementation, which supports an integrated practical solutions approach to asset management, planning, operations, modal systems, project development and delivery as well as the construction and maintenance of the transportation system as a whole. The efforts by the individual filling this position will truly make a difference in how WSDOT manages the transportation system in the State of Washington.

This position will perform the following work:
• Develop a Practical Solutions Decision-making Framework; one that outlines the general process and key issues to consider during development of the transportation program lifecycle.
• Establish policy and direction to ensure that all modes of transportation are considered and integrated as appropriate within the planning, development and delivery of transportation systems and projects.
• Collaborate with Division Directors, Modal Directors, Regional Programs and the other Assistant Secretaries to identify and advocate for community interests and needs as they relate to projects and programs that affect community and economic development.
• Collaborate with the agency’s Assistant Secretary of Regional Operations & Mega Projects/Chief Engineer and stakeholders across the state to develop trust that leads to effective dialog and substantive input for proposed transportation projects.
• Ensure that WSDOT's engineering and operational procedures consistently reflect best practices and the products and services provided by agency personnel meet or exceed industry standards.
• Provide counsel and guidance to the Deputy Secretary and Secretary on a variety of issues associated with planning, project delivery, transportation system resiliency, engineering, labor, contractor relations, and operations.
• Direct division staff and internal cross-functional teams to provide continuous assessment of programs and planning that lead to a better understanding of community needs.
• Maintain partnerships and relationships with transit agencies, (i.e. Sound Transit) business and labor organizations, outreach and inclusion with Disadvantaged Business Enterprises and other stakeholders to develop, improve, and sustain Washington State’s Transportation System.
• Align processes with WSDOT's Strategic Plan, Results Washington WSDOT's Executive Orders, and the Secretary's priorities.
• Model leadership and performance characteristics that promote professionalism, integrity, accountability and exceptional public service.
• Other duties as assigned.
An ideal candidate will have some of the following:
• Degree in Engineering, Urban Planning, Transportation Planning, Public Administration, or other closely related field of study.
• Registration as Professional Engineer (PE) or Certified Planner (AICP).
• Extensive and progressive experience successfully leading and managing transportation planning and public policy.
• Extensive senior managerial experience with a focus in strategic leadership.
• Expert-level experience in transportation and civil engineering practices and standards.
• Extensive experience in finance/budget management.
• Exceptional experience in continuous improvement processes and strategies.
• Exceptional ability to create, build, and maintain effective business partnerships.
• Extensive knowledge of State and Federal laws, policies, and practices related to transportation systems planning.
• Extensive knowledge of agency, state, and national issues related to Transportation Systems Management and Operations.
• Exceptional communication skills, both written and verbal.
