WSDOT has a unique opportunity for a highly experienced strategic leader to serve as the Maintenance Policy Branch Manager for the Maintenance Operations Division based in Olympia, WA. This division's main goal is to ensure the highway infrastructure is maintained in good working order to allow for uninterrupted movement of people and commerce across the state. You will be responsible for the development and deployment of management policies, programs and tools used to deliver the statewide Highway Maintenance Program.

This position will perform the following work:
•Support the Assistant State Maintenance Engineer, as well as the Highway and Bridge Maintenance Program as a business partner and subject matter expert.
•Provide program direction for the ongoing development, implementation, and administration of the $450 million Highway Maintenance Program budget.
•Develop and track strategic goals and objectives using a maintenance management system and performance measurement principles.
•Deploy and advocate for training programs for maintenance personnel.
•Serve in a management capacity in the HQ Emergency Operations Center during emergencies and natural disasters.
•Implement agency policies to meet the strategic goals of the department and improve efficiency.
•Other duties as required.
An ideal candidate for this position will have: •Four-year college degree in business administration, public administration, engineering or related field.
•Highly developed leadership, planning, management, team building, interpersonal, and communication skills.
•Ability to develop and maintain strong and effective strategic partnerships with all levels of the organization.
•Detailed knowledge of highway maintenance performance measures and performance management concepts.
•Strong understanding of maintenance management concepts and systems, including WSDOT accounting system, maintenance management systems, feature inventory databases, and mobile data collection applications.
•Experience with the application of advanced project management principles and transportation budget management.
•Understanding of the state legislative processes.
•Ability to communicate strategic plans for performance-based budgeting and delivery of the maintenance program.
•Understanding of WSDOT organization structure and function to effectively develop short and long-term maintenance program goals and objectives.
