Structural Design Engineer – Professional Engineer 1

ODOT's Bridge Engineering Section is responsible for the design, design standards, load capacity evaluation, inspection and asset management for all state highway structures, tunnels, and other structural elements.
 
We are recruiting for a structural design engineer – professional engineer 1 to join our Region 1 Bridge Engineering sub-unit in Portland. The primary purpose of this position is to assist in the preparation of A&E consultant contracts that include structural engineering services. As the successful candidate, you will review the work of professional consultants for conformity to design principles and structural adequacy. Additional tasks include:

  • Planning and directing the design of simple to complex bridges and other highway and transportation related structures to solve engineering problems.
  • Providing structural analysis and design services to project delivery for state bridges and transportation structures.
  • Providing technical guidance to regional bridge design teams and region staff.


Additional Details: 

  • We may use this recruitment to establish a list of qualified candidates to fill the current vacancy and possibly future vacancies as they occur in this unit or location.
  • Under-fill: The goal of this recruitment is to fill this position at a professional engineer 1 level. However, we encourage candidates who meet the minimum qualifications for an associate in engineering 2 ($4194.00 to $6194.00) to apply, as we may consider under-filling the position until the selected candidate acquires a professional engineer's license. Under-filling will not exceed six months. 
  • Limited Duration: This is a limited duration appointment that is expected to end on or before 06/30/2019. Limited duration appointments are regular status, benefits eligible, with a designated maximum length of service.
  • Representation: This position is represented by the Association of Engineering Employees of Oregon (AEE). 
  • Open Until Filled: This announcement will remain open until filled. Your immediate response is requested as this recruitment may close at any time without advance notice at the discretion of the agency after a sufficient number of qualified candidates have applied. Screening will begin as early as 8:00 am on 08/02/2017.
  • Job Rotation: This position is also a rotational opportunity for current ODOT employees in permanent positions and in good standing (current ODOT limited duration and temporary employees not eligible). You must have a valid professional engineer's (PE) license in civil, structural, or transportation-related engineering to be eligible for this rotational assignment. This opportunity will last until 06/30/2019, but the duration can change at any time depending on business needs. You must have your manager's approval before applying for this assignment.

Duties and Responsibilities:
  • Assist in the preparation of A&E consultant contracts that include structural engineering services.
  • Establish and maintain positive relations with consultant staff.
  • Maintain required flow of verbal and written communication with consultants on contract issues.
  • Apply broad-based engineering experience and specialized knowledge to assist in identifying innovative solutions to unforeseen issues.
  • Review project work to establish project acceptability per the contract and recommend acceptance, including review of final project documentation.
  • Review monthly consultant progress payment estimates and invoices for work performed each month.
  • Assist in reviewing consultant project schedules, budget usage, consultant plans, specifications, and other required deliverables to ensure they meet contract requirements.
  • Analyze the cost and schedule impacts of changes and evaluate alternatives.
  • Evaluate consultant performance and identify specific contract language changes.
  • Assist the regional bridge lead engineer in writing design contract language and managing bridge design contracts. 

Professional Engineer 1 Minimum Qualifications:
A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering.

Note: "Valid" means you have the ability to stamp at the time you apply. We will verify your license before we consider your application. If registered in another state, successful applicants will be required to obtain comity within six months of hire. 

Associate in Engineering 2 (AE2) Minimum Qualifications (Under-Fill Option):
A fundamentals of engineering certificate (FE) and one year of experience applying professional engineering theory, principles and methods. 

AE2 Special Considerations:
To be eligible for the AE2 under-fill option, a candidate must have his/her valid professional engineer's license in hand (the ability to stamp) within six months of hire. As the PE exam is only offered bi-annually, in most cases, this will mean applicants must have already met all PE licensing requirements (e.g. completed required education and training, passed the FE and PE exams, etc.) and submitted their complete PE license application to the PE licensing body.
 
Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).
 
Preferred Attributes: We may show preference to candidates whose application materials demonstrate the following.

  • Experience designing bridges and structures.
  • Transportation-related design experience.
  • Experience reviewing, writing, and managing contracts.
  • Demonstrated communication skills.

Working Conditions:

  • Typical office environment the majority of the time with occasional work in the field.
  • Field work may require walking adjacent to fast moving traffic, stooping, bending or climbing around hazardous locations, working 20 feet or move above ground, traffic, railways, or water, and using safety equipment.
  • Occasional day or night work required outside of normal work schedule.
