Executive Service Announcement (Open) STATE HIGHWAY ADMINISTRATION (SHA) Office of Highway Development (Baltimore City) Division Chief Transportation Design Engineer VII (7667) (Selection Plan #17-60-22) RECRUITMENT: The Maryland Department of Transportation's, State Highway Administration's (SHA) Office of Highway Development, Highway Design Division (Baltimore City) is recruiting for a Division Chief (Transportation Design Engineer VII). This recruitment is open to anyone who meets the preferred qualifications listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority). NATURE OF WORK: The main purpose of this position is to serve as the Division Chief (DC) of the Highway Design Division (HDD) in the supervision, management, direction and administration of the work of the HDD. This includes the supervision of licensed professional engineers and non-licensed engineers who manage and design projects that may include the development and coordination of significant complex engineering projects of major scope or importance. The position is also responsible for the management of Funds 70, 71, 72, and 84, the internal audit functions, and any other fund assigned to the Division or OHD, such as the sound barrier program (Fund 26) which includes managing the Retrofit Sound Barrier Fund, coordinating responses regarding public inquiries for abatement, making recommendations for eligibility of sound barriers, analyzing, prioritizing, and approving locations for barrier installation, and performing asset management functions. Oversees the design and management of other major system preservation projects assigned to HDD and ICD staff. Manages licensed engineers who are responsible for the design of lower level licensed and unlicensed engineers. Coordinates with other OHD divisions for design and workflow management. Helps set policy with Design Management Team for OHD. QUALIFICATIONS: PREFERRED QUALIFICATIONS: Education: Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment. Experience: Three (3) years of managing engineering projects as a licensed, professional engineer. Three (3) years of engineering experience must have been in project management as it relates to the design of highway related improvement projects. One and a half (1.5) years of experience must have been in the supervision of the design of highway related improvement projects as a licensed professional engineer. THE IDEAL CANDIDATE SHOULD HAVE: Proficient in the management of the design and scheduling of Highway and transportation-related projects. Expert knowledge of Geometric Design, Cost Estimating, interpretation of AASHTO (American Association of State Highway Transportation Officials) design guidelines. Understanding of project delivery processes from Planning through Construction and the role of the Designer throughout.
