Executive Service Announcement (Open) STATE HIGHWAY ADMINISTRATION (SHA) Office of Highway Development (Baltimore City) Division Chief Transportation Design Engineer VII (7667) (Selection Plan #17-60-21) RECRUITMENT: The Maryland Department of Transportation's, State Highway Administration's (SHA) Office of Highway Development, Design Technical Services Division (Baltimore City) is recruiting for a Division Chief (Transportation Design Engineer VII). This recruitment is open to anyone who meets the preferred qualifications listed below. This position is Executive Service (the incumbent serves at the will of the appointing authority). NATURE OF WORK: The Chief of the Design Technical Services Division (DTSD) is responsible for the PS&E (Plans, Specifications, and Estimate) through Advertisement milestones for all Office of Highway Development (OHD) construction projects, as well as those for the Districts and the Office of Maintenance, including the implementation of ebidding at MDOT SHA. Also responsible for "AASHTO" reviews of all projects as needed; guidance and engineering reviews for Transportation Alternatives projects; guidance and reviews for projects completed by Local Public Agencies using Federal Highway Funds; developing, maintaining and updating engineering standards, specifications, and manuals used statewide and by MDOT SHA, other MDOT Transportation Business Units, and local public agencies); coordinating FHWA Steward reporting requirements and compliance with Federal regulations; managing, evaluating, or recommending research; oversight OHD elements of MASH implementation as required by FHWA. Also, responsible for managing OHD's IT (information technology) resources including database development and management, web-site development and management; management of CADD applications and CADD manager for MDOT SHA; management of Projectwise resources for MDOT SHA's document management systems; management of computer software and hardware resources for OHD, including a Desktop support team. Provides oversight of electronic access and file management for all highway development data, including policies, guidance, standards, specifications, asset inventories, satellite imagery and construction plans. This position supervises and manages multi-disciplinary teams consisting of licensed and unlicensed Engineers, engineering technicians, computer specialists, data analysts, and Consulting Engineers supporting the responsibilities of the Division. This position also coordinates with industry representatives, local governments, State and Federal agencies, the construction community, consulting and engineering firms. The teams providing expert technical expertise and innovative solutions for unusual problems, from project delivery, application tools, CADD activities, to design, specification, and quantity estimating. May serve on or lead ad hoc teams for special initiatives. hardware resources for OHD, including a Desktop support team. QUALIFICATIONS: PREFERRED QUALIFICATIONS: Education: Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment. Experience: Three (3) years of managing engineering projects as a licensed, professional engineer. Three (3) years of engineering experience must have been in the development, interpretation, or review of plans, specifications, standards, or estimates for Transportation related projects. One and a half (1.5) years of experience must have been in responsible charge of the design or construction of elements of highway related improvement projects as a licensed professional engineer. THE IDEAL CANDIDATE SHOULD HAVE: Excellent written and oral communication and interpersonal skills. Proficient in establishing and adhering to project budgets and schedules. Expert knowledge of PS&E process. Knowledge of AASHTO design guidelines. Expert knowledge in reading and interpreting engineering drawings, standards and specifications for construction. Familiar with computer hardware and software needs, specifications and maintenance for design and office usage. Working knowledge of CADD, GIS based database systems, general database systems, and web development LICENSES & CERTIFICATIONS: Possession of a motor vehicle operator's license valid in the state of Maryland ADDITIONAL INFORMATION: TO APPLY: All applicants must submit an application online at www.mdot.maryland.gov/employment.
