This position is open to anyone who meets the minimum and selective qualification* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Highway Development- Highway Hydraulics Division (Baltimore City). The main function of the position is to lead a team of specialized hydrologic/hydraulic (H/H) engineers responsible for designing and analyzing and review for drainage systems, stormwater management (SWM) facilities and erosion and sediment control (ESC) measures for the highway, bridge and small structures construction, roadway and facilities maintenance , stream restoration and SWM retrofit projects. The position is responsible for environmental permits tracking for Office of Highway Development (OHD) projects, performing H/H and SWM reviews for private developments adjacent to SHA roadways to provide recommendation to State Highway Administration (SHA) District Offices issuing Access Permits. This position is expected to conduct work independently and will be responsible for the team as whole. The duties include supervision, development, preparation and review of plans, construction estimates and specifications related to stormwater management, drainage, erosion and sediment control for highway and bridge projects as well as environmental permits coordination and permits acquisition. The duties may also include support of programmatic responsibilities under the SHA Drainage and Stormwater Assets Program such as drainage investigations and drainage complaints follow up, drainage outfall channels and stream assessments and restoration plan development, stormwater facilities inspections and remedial activities development as well as drainage improvement projects management supporting Fund 74 Program delivery. The duties will include managing multiple tasks with supervision of in-house staff and on-site consultants. This position reports directly to the Assistant Division Chief of Highway Hydraulics Division. The program related duties may include development and implementation of programmatic activities performed within the Division and SHA-wide activities to meet SHA Business Plan goals as well as specific conditions of SHA National Pollutant Discharge Elimination System (NPDES) Permit. QUALIFICATIONS: Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment. EXPERIENCE: One (1) year of experience managing engineering projects as a licensed, professional engineer. SELECTIVE QUALIFICATION: Two (2) years water resources or environmental engineering design experience including one (1) year project management experience of projects related to highway drainage such as stormwater management; or erosion/ sediment control; or stream restoration. NOTES: 1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland. 2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge. PREFERRED QUALIFICATIONS: Knowledge and experience in Team Leadership, personnel management; ability to properly interact with public and project stakeholders on behalf of SHA. Familiar with drainage law and environmental regulations. Familiar with transportation related projects development process and managing and consultants. High proficiency in preparing technical reports, schedules, special provisions, estimates and various guiding documents.
